Millstone Nuclear Power Station, Unit No. 3 Interim Actions Needed Pending Final Resolution of ATWS In response to Reference (1), which requested an emergency operating procedure that would be used for prompt recognition of an ATWS event and mitigation there- ,

of, Northeast Nuclear Energy Company (NNECO) feels the development of such a l procedure is premature. Keeping in mind our current stage of construction, I with Operating License approval targeted for November of 1985, understandably, no emergency operating procedures have yet been developed.

1 Currently, extensive studies are being undertaken to resolve the ATWS question l for Northeast Utilitics' operating nuclear plants. As further progress is I made in the construction of Millstone Unit No. 3, an appropriate procedure and/or modifications will be developed and submitted for your review that will reflect the knowledge gained as a result of the work done on our l operating units.
