- Module 4 consists of two portions: a review of the program for operating s plant design control, and an evaluation of the implementation of that-program. l The review portion has been completed by Engineering with the exception of

~

l the finalization of the evaluations and the completion of any resulting

, procedure changes. Increased resources have been dedicated to these-H9dule 4 efforts with the objective of completing-them prior to fuel load, y7 The implementation evaluation portion of Module 4-will be accomplished by ,

a QA Department audit of. the implementation of the operations design l contro1' process wh(ch was the subject of the review portion of Module 4.

To. accompli:h thi EFE objective for this effort, this audit must be ,

scheduled cons 1.ta.nt with the performance of design activities during l plant operations, including the development of operating plant design i modifications. Therefore, this audit will not be conducted until such l time after fuel load that sufficient design products (i.e., design modifications),are available to enable an assessment of the effectiveness .;

of-the implementation of the operations design control process.

'In summary,'TU Electric is emphasizing efforts to complete the EFE prior to 4

, fuel load with the exception of the implementation evaluation. portion of' -

Module 4. However,-if it becomes necessary or advisable to delay completion .

of any other.EFE items until after'the fuel load date, the revised completion

. dates for any such items will be justified. The justification will include an evaluation demonstrating that the items can be delayed with no impact on the safe and reliable operation of Unit 1. Any items delayed will be completed prior to the operational mode for which they are needed. Any items delayed 5 will be processed in accordance with CPSES procedure (s) relating to open item evaluation and the deferral process. The justification for any delayed items f will be' documented and available for NRC review.
