Gentlemen: '

The referenced letter transmitted Revision 11 to the CPSES Emergency Plan. In j response to a request by the NRC Staff, further changes are proposed for incorporation into a future revision, e j

o Figure 1.3 in the Emergency Platt will be revised. 'At the time of its revision. Figure 1.3 will be made consistent with the then current Final Safety Analysis Report (FSAR) Figure 13.1 2. '

(See Attachment 1 for copies of these.two figures as of Revision 11 and Amendment 77 respectively.)

o Figure 1.8 in the Emergency Plan will be revised to reflect the reporting of the Off Site Monitoring Teams to the Off site Monitoring Teams Director. instead of the Radiation Protection Coordinator. (See Attachment 2 for the mark up of the figure.)

o Figures 4.1. 4.2 and 4.4 in the Emergency Plan will be revised to correct the names of the two NRC Centers referenced. (See Attachment 3 for mark ups of these fi9ures.) The "NRC Regional Office Operations Center" should be the "NRC Regional Incident Response Center." and the "NRC, Incident Response Center" should be the "NRC Operations Center."

8.6.1 EMERGENCY PLANNING ZONES  ;

i Emergency Planning Zones (EPZ) are defined as those areas for which 10 i planning is needed to ensure p*ompt and effective actions to protect j the public in the event of an accidental release of radioactive -

material. The Plume Exposure EPZ, with a 10 mile radius, and the i Ingestion Exposure EPZ. with a 50 m11e radius are divided into sixteen '

22.5 degree sectors and concentric circles of one or 10 mile i increments.

The 10 mile Plume EPZ is subdivided into thirty one (31) Emergency 11  !

Response Zones (ERZ), including separate zones for Granbury. Tolar,  !

Glen Rose and TV Electric owned property. Protective actions in the l affected zones begin at the boundary of the Owner Controlled Area and i extend throughout the recommended zones. These zones are  :

bounded / described by physical landmarks / boundaries and are used when

(

protective actions are recommended to identify the areas of potential l risk. Maps of these (PZ's are provided in Section 15.0, Appendices F l and G. An illustration of the 31 ERZ's is contained in the Emergency j Plan Procedures.  ;

The Emergency Coordinator shall ensure state and local authorities are 9 .f provided current information, including protective action  !

recommendations, concerning the emergency situation. Local 10  !

authorities determine when and what protective action will be  !

1mplemented. An evacuation motion study was completed based on the 11  ;

16 sectors (Section 15, Appendix N). Further details of the  :

notification and evacuation process are located in Section 3 of this 9  !

Plan and Attachments F and G of the local Plans.-

8.6.2 EVACUATION TIME ESTIMATES I i

Evacuation time estimates for evacuation from the Plume Exposure EPZ 6 }

have been developed in compliance with provisions of Appendix 4 to  !

NUREG 0654/ FEMA REP 1, Revision 1, and are' provided in Section 15.0, i Appendix N. The evacuation plan was developed in concert with state  !

l and local government and is included in local county plans. It is 10 i

! the responsibility of local government to execute the evacuation plan.  :

Evacuation time estimates should be updated as local conditions ,

change (e.g. change in type or effectiveness of public notification  !

system). i i
