Based on our response to the bulletin action items and as explained further in the enclosure, continued operation of the Browns Ferry Nuclear Plant is justified and the operating licenses for Browns Ferry units 1, 2, and 3 should not be modified, suspended, or revoked. systems attached to them. The walls identified on the attached summary sheets were the only walls whose failure may be detrimental to safety-related systems. These walls will be reevaluated with conclusion and results submitted at the completion of the reevaluation program addressed in item 2a.

Response to Item 2a - Schedule and Description of Reevaluation Program TVA will complete its reavaluation program as follows:

a. TVA will evaluate all the masonry walls identified under item 1, to determine their structural capacities for resistance to seismic loads, additional loads resulting from attachments (as noted on the attached summary sheets), and other miscellaneous loads.

TVA will complete this reevalution and submit the report by November 4, 1980. Since the failure of the walls listed may be detrimental to safety-related systems, TVA will reevaluate the~ walls on a unit basis; that is, complete the evaluation of unit 1, then unit 2, and unit 3. TVA plans to complete the reevaluation by August 6 on unit 1; September 1 on unit 2; and October 15 on unit 3. .

b. TVA will also conduct plant surveys in order to complete our _.

reevaluation of the masonry walls. The surveys will be coordinats3 with the schedules of each unit as noted above. The plant surveys will be conducted for verification of the walls identified on the attached list. If we identify any additional equipment, piping, etc., attached to the walls or if it is determined that safety-related equipment .could be jeopardi.ned by failure of the walls, additional reevaluations will be c Jmpleted and submitted to you by November 4, 1980.

  • Response to Item 3 - Justification of the Reevaluation Acceptance Criteria In its reevaluation program, TVA will use the alternate design method

.- , (working stress design) of ACI-318 for determining the structural adequacy of the masonry walls. 'This method represents the current state of the art and TVA believes it provides the conservatism necessary to ensure the masonry walls will function as intended. In using this method, TVA will consider the. strengths of the various materials used such as mortar, block, concrete or grout filler (where used), reinforcing, etc. After establishing the material strengths, TVA will then use the minimum values in developing the design parameters. Also, TVA will include in our written report the information requested by NRC in item 2b of IE Bulletin No. 80-11. At present, TVA does not foresee requirements fqp .

a masonry wall testing program; however, if problems do develop during the reevaluation using the working stress method, TVA may then submit ,

a schedule for a testing program. We would also submit a description of the testing program and a schedule of completion to NRC at that time. TVA will also be discussing the need for a testing program ~ with other utilities in order to avoid any duplication.
