Dear Mr. Seidle:

We have reviewed the report dated January 11, 1980 on the inspection of the activities authorized by NRC Construction Permits No. CPPR-126 and 127 for the Comanche Peak facility. We have responded to the findings listed in Appendix A of that report.

To aid in the understanding of our response, we have repeated the require-ment and your findings followed by our corrective action.

We believe the attached information to be responsive to the Inspectors' findings. If you have any questions, please advise.

Inspection Report Nos. 79-28, 79-27 TXX-3097 Page 2 APPENDIX A NOTICE OF VIOLATION Based on the results of the NRC inspection conducted during the period of December 4-7 and 10-13, 1979, it appears that certain of your activities were not conducted in full compliance with the conditions of your NRC Construction Permit No. CPPR-126 as indicated below:

Failure to Provide Appropriate Instructions for Installation of Class IE Equipment 10 CFR 50, Appendix B, Criterion V requires appropriate documented instruc-tions or procedures to accomplish activities affecting quality.

IEEE Standard 336, 1971, .equires in paragraph 2.3 that installation of Class IE equipment be performed in accordance with the latest information and shall include as appropriate, approved construction drawings, installa-tion specifications, manufacture's instructions, etc.

Contrary to the above:

1. On December 11, 1979, the IE inspector reviewed Constructi . Operational Traveler No. EE 79-131-02AB for the installation of the Unit 1 Hot Shut-down Panel and inspected the actual completed panel installation. The IE inspector observed that the floor supports for the air conditioning unit for this panel were missing.
2. Operational Traveler EE 79-131-02AB did not reference the Gibbs & Hill Construction Drawing (S1-608) or the Reliance Instruction M-LV01701F that indicated the support requirement. The steel and hardware for these supports were supplied with the panel. The IE inspector found the steel and hardware laying inside the walk-in panel.

This is an infraction.

Corrective Staps Which Have Been Taken and Results Achieved The Hot Shutdown Panel Traveler EE-79-131-02AB has been reviewed and modified to accurately reflect the scope of installing the subject panel to the em-bedded channels, excluding the installation of the vendor supplied air conditioner supports. Installation criteria for the air conditioner supports will be provided by Construction Traveler EE-80-072-0200.

Inspection Report Nos. 79-28, 79-27 TXX-3097 Page 3 Corrective Steps Which Have Been or Will Be Taken to Avoid Further Noncompliance Construction Travelers for the installation of Class IE electrical equipment will contain specific installation and assembly requirements and necessary inspection attributes. This will be assured by:

1) Additional training of affected engineering or construction personnel in the preparation of Construction Travelers.
2) Comprehensive review of Construction Travelers by Quality Engineering personnel prior to release to the craft, until a confidence level in the completeness of Travelers has been established.

Preparation and review cycles will include consideration of engineering drawings and vendor drawings and instructions as required to assure complete installation and inspection criteria.

Date of Full Compliance Corrective actions were initiated on February 2,1980 to modify Traveler EE-79-131-02AB to reflect the scope of work accomplished. The Traveler for air conditioner support installation will be prepared and implemented by April 18, 1980. Preventive measures are in progress and will be fully implemented by March 1, 1980.
