COMANCHE PEAK STEAM ELECTRIC STATION 1981-83 2300 MW INSTALLATION F0LLOW-UP RESPONSE TO NRC INSPECTION REPORT N0. 78-08 DOCKET NOS. 50-445 & 50-446

Dear Mr. Seidle:

This letter is to advise you of additional corrective action that has been taken to maintain full compliance with NRC Construction Permit Nos. CPPR-126 and 127.

As stated in the subject inspection report a flow 1.5 cfs was not continuously maintained in lower Squaw Creek during the period June - September, 1977. My letter dated May 30, 1978 listed certain corrective actions taken to achieve full compliance.

On July 3,1978, Mr. B. T. Lancaster of our staff informed your Mr. R. J. Everett by telephone that we again had flow readings reported less than 1.5 cfs at the Highway 144 gaging station. These deficient readings occured during the period mid June to early July,1978.

After additional investigation into this matter, we determined that the method of releasing water to Squaw Creek by diverting water from the Lake Granbury pipeline does not have sufficient capacity to maintain the 1.5 cfs flow under the most adverse weather and stream conditions. This is because very dry conditions cause a large amount of water loss between the release point and the gaging station. We have, therefore, 2142 335 2 3oo 2 90tcy.

TXX-2987 May 17, 1979 determined that it will be necessary to supplement this diversion flow with water released from Squaw Creek Reservoir. The amount of supplemental water released from the reservoir will be the amount necessary to insure a minimum flow of 1.5 cfs at Highway 144.

The quantity and quality of water released will be in accordance with State and Federal permits.

maintain full compliance with the subject requirement. If you have any questions, please advise.
