O PSEG Public Service Electne and Gas Company 80 Park Place Newark, N.J. 07101 Phone 201/430-7000 December 14, 1979 Mr. S. A. Varga Acting Assistant Director Division of Project Management Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Washington, D. C. 20555

Dear Mr. Varga:

HOPE CREEK GENERATING STATION DOCKET NOS. 50-354 AND 50-355 REQUIREMENTS FOR ADDITIONAL TESTING AND SCHEDULE FOR CCNTAINMENT ANALYSIS Your November 6, 1979 letter transmitted to us the NRC acceptance criteria for implementation of the Mark I Long Term Program (LTP). Included in the NRC criteria is a requirement that the Mark I Owner's Group perform additional confirmatory tests for Condensation Oscillation in the Mark I Full-Scale Test o acility.

Although we believe justification of the adequacy of the existing data base for Condensation Oscillation has been demonstrated to the NRC Staff at several working group meet-ings, we are in agreement with the Mark I Owner's Group to conduct a limited number of additional confirmatory Full-Scale Tests as discussed in the GE letter to D. G. Eisenhut, NRC, dated November 30, 1979.

The NRC criteria also revised numerous Load Definition Report load specifications, several of which represent significant differences from the information presented by the Mark I Program. The criteria of most concern to us have been identified in the GE November 30 letter, and it is requested that the NRC reconsider these specific criteria.

1642 022 gw 1 .

Mr. S. A. Varga 12/14/79 Your letter of November 6 also requested that we provide you with our schedule for submittal of the LTP plant unique con-firmatory analysis for Hope Creek. Since our plant unique analysis depends on the final resolution of all acceptance criteria, the schedule for submittal of the plant unique analysis will be provided following final resolution of those concerns discussed in the GE letter of November 30.

Very tguly yours,
