FITNESS FOR DUTY POLICY STATEMENT NRC INSPECTION REPORT NOS. 50-272/90-10) 50-311/90-10 AND 50-354/90-07 SALEM AND HOPE CREEK GENERATING STATION DOCKET NOS. 50-272, 50-311 AND 50-354 The subject inspection identified the lack of a written company policy regarding the Fitness for Duty Program. Public Service Electric and Gas Company (PSE&G) committed, at the inspection exit meeting, to generate a written policy statement by the end of April, 1990. This letter forwards a copy of the PSE&G Nuclear Department Policy Statement on Fitness for Duty and satisfies the commitment. This policy statement will be: (1) disseminated to all site personnel as an attachment to their paychecks, (2) incorporated into the Requalification Training Program, and (3) included as part of bid specifications for contractor supplied services. The policy statement will reside within a Nuclear Department Administrative Procedure to be determined.

POLICY STATEMENT

  • PSE&G NUCLEAR DEPARTMENT FITNESS FOR DUTY POLICY Public Service Electric and Gas Company is committed to providing reasonable assurance that all persons granted unescorted access to its Nuclear facilities are mentally and physically capable of performing their duties in a safe and reliable-manner. This policy is applicable to all employees and contract personnel assigned to Artificial Island and other Nuclear Department facilities including the Nuclear Training Center. -

An essential component of the Fitness-For-Duty Policy is the requirement that all persons involved in nuclear power plant activities be drug free and not impaired by the consumption of alcohol. To this end, the Nuclear Department has promulgated this policy on involvement with drugs and alcohol abuse.

Provisions are:

+ Persons who unlawfully use, distribute or possess drugs or controlled substances -in the Protected Area or on Nuclear Department property will have their access immediately and permanently revoked._ Illegal substances will be confiscated and appropriate contact(s) will be made with law enforcement agencies. The abuse of legally prescribed drugs will result in immediate revocation of access and possible permanent revocation of access to Nuclear Department property.

+ Persons who are found to be unlawfully involved with drugs or controlled substances under circumstances other than those described above, will have their access revoked pending formal review and final resolution of their particular case. Possible resolutions may include, but are not limited to, proof of successful rehabilitation, continuation of access suspension, or permanent revocation of access.

+ Persons undergoing medical treatment with a prescribed or controlled substance which may alter their physical or mental ability, must inform their supervisor prior to beginning work.

+-- Possession of alcohol in the Protected Area will result in permanent revocation of site access. Possession outside the Protected Area, but on Company property may result in permanent revocation of access. Use of alcohol in the Protected Area or the Owner Controlled Area will result in permanent revocation of access.

Persons found to be in violation of the Nuclear Department Alcohol Policy (BAC > .04%) will have their access revoked pending final resolution of their case. Persons above .oo BAC but below .04 BAC are subject to job reassignment, when in the opinion of the supervisor, it would not be prudent to allow the job/function to be performed when alcohol is present in the body albeit below NRC limits.

Consumption of alcohol in the five hour period immediately preceding a scheduled work (including training) assignment, or at any time during the work period (including unpaid meal periods), will result in disciplinary action and possible permanent revocation of site access privileges.

+ PSE&G reserves the right to require a Fitness-For-Duty evaluation for all employees and contractors. Random testing for the presence of drugs and alcohol are a component of the Nuclear Department Fitness-For-Duty Program for all .persons granted unescorted access or assigned to the Emergency Offsite Facility. Failure to cooperate with the Fitness-For-Duty Program, including "random" testing (as applicable) and "for cause" testing will result in permanent access revocation.

Questions regarding the Nuclear Department Fitness-For-Duty Policy should be referred to the Manager - Nuclear Human Resources and Administrative Services. Appeals of access revocation decisions should be directed to the Site Access Administrator.
