This letter is to express my concern with reference

r to the May 19, 1979, Staff recommendation to the
!=
Commission that the Commission approve internal organ-izational restructuring that would have the effect of suspending the operating license review of a number of nuclear power plants.
~~7 Included in the Staff recommendation was a T-12-month delay of the Grand Gulf Nuclear Units 1 and 2 in Mississippi and the Waterford Unit 3 in Louisiana.
I have been advised that the delavs recommended L
by your Staff for the Grand Gulf Units'and the Water-U ~~
ford Unit could result in the loss of the capability c
of Grand Gulf Unit 1 for the summer load season of
[
1981 and 1982 and a loss of the capability of Water-ford 3 for the ummer load season of 1982.
This lost nuclear s;jability and energy, if replaced by oil, would require the consumption of 18,000,000 barrels of oil in a time period when oil conservation
,"~
is paramount, both for the domestic economy and for national security.
In view of the. urgent necessity for this " country to develop and utilize its domestic energy sources on the very highest priority, it is my recommendat.lon that the Commission increase its "ork force to whatever level is necessary so that there will be no delay and, if possible, that it expedite rather than delay the licensing process.
