Dear Mr. Muller:

In the Matter of the Docket, Nos. 50-259 Tennessee Valley Authority 50-260 50-296 By our letter from L. M. Mills to H. R. Denton dated June 22, 1984, we submitted the Emergency Operating Procedures (EOPs) generation package for the Browns Ferry Nuclear Plant (BFN) units 1, 2, and 3 in accordance with NUREG-0737, Supplement 1, item 7.2.b. In that letter, we committed that, the BFN Emergency Operating Instructions (EOIs) would be upgraded based on revision 3 of the BWR Owners'roup Emergency Procedure Guidelines (EPGs) excluding secondary containment control and radiation release considerations by April 1, 1986.

On April 3, 1985, TVA implemented EOIs for BFN sufficient to meet, the commitments, except for the steps related to ATWS events. BFN is proceeding with development of an EOI with ATWS events included. This was to have been completed by April 1, 1986. However, the additional requalification training necessitated by unsatisfactory operator requalification test results creates a conflict with our EOI implementation commitment. Therefore, we are revising the commitment made in our June 22, 1984 letter as follows:

Before startup of each BFN unit the senior reactor operators, reactor operators, and shift technical advisors necessary to fully staff that unit will have completed training on the upgraded EOIs including ATWS considerations.

Since BFN currently has EOIs in place which are upgraded to EPG revision 3, excluding ATWS and no unit will be operated without an ATWS procedure, the change of this commitment does not adversely impact safety.
