OF MARCH 25,2013, MEETING WITH DUKE ENERGY CAROLINAS, LLC, TO DISCUSS THE FLOOD HAZARD REEVALUATION REPORT FOR THE OCONEE NUCLEAR STATION, UNITS 1,2, AND 3 (TAC NOS. MF1012, MF1013, AND MF1014)

On March 25,2013, a Category 1 public meeting was held among staff from the U.S. Nuclear Regulatory Commission (NRC) and representatives of Duke Energy Carolinas, LLC (Duke or the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. A list of attendees is enclosed. The purpose of the meeting was to allow the licensee to discuss their flood hazard reevaluation report for external flooding at the Oconee Nuclear Station, Units 1, 2, and 3 (ONS). The NRC requested this reevaluation from all commercial power reactors as part of the NRC's Fukushima lessons-learned process, as stated in an NRC letter dated March 12, 2012, Agencywide Documents Access and Management System (ADAMS) Accession No. ML12053A340. The licensee submitted this report to the NRC by letter dated March 12, 2013, ADAMS Accession No. ML13079A227.

The licensee's presentation is found in the meeting slides (ADAMS Accession No. ML13084A022). The licensee first reviewed the previous failure analysis for the Jocassee Dam.

The NRC evaluation of the previous analysis was issued on January 28, 2011. The licensee then reviewed their revised failure analysis for the Jocassee Dam, which they submitted to the NRC in the flood hazard reevaluation report. There were significant differences between the two dam failure analyses. The licensee stated that the previous failure analysis was very conservative, and that the revised analysis is more realistic, although they still consider it to be conservative. Both analyses concluded that overtopping of the dam due to factors such as intense precipitation or failure of upstream dams was not a credible failure mode. Both analyses also concluded that seismic failure of the Jocassee Dam was not a credible failure mode, due to the seismic ruggedness of the dam and the predicted seismic hazard in that location.

The licensee stated that they had revised the dam breach analysis model, and showed slides with the modeling results. The flood hazard reevaluation report is based on the Xu and Zhang, 2009, model for dam breach parameters. This model results in lower breach flow rates, along with other parameter changes. The NRC staff noted that they did not have much experience with the Xu and Zhang model and would have to perform a detailed review.
