SUMMARY

OF FEBRUARY 26,2014, MEETING WITH DUKE ENERGY CAROLINAS, LLC, TO DISCUSS ONGOING MAJOR PROJECTS AT OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 On February 26, 2014, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Duke Energy Carolinas, LLC (Duke Energy or the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to provide for the NRC the status of the ongoing major projects at the Oconee Nuclear Station, Units 1, 2, and 3 (ONS 1/2/3). A list of attendees is enclosed.

The licensee's presentation is found in the meeting slides (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14069A109). The licensee presented a summary of the status of the following major projects which are ongoing at ONS 1/2/3:

  • National Fire Protection Association (NFPA) Standard 805 Transition
  • Fukushima Modifications
  • External Flooding Modifications Duke Energy is in the process of completing modifications for a new PSW system. The PSW system is designed for safe shutdown for damage in the turbine building that affects the emergency power (safety) buses, all of which are located in the turbine building. The PSW system consists of new electrical power supplies for existing plant safety systems, as well as new pumps to remove decay heat from the reactor coolant system once the reactor is shutdown, if the normal plants systems are not available. The installation of the PSW system will reduce the overall plant risk in the event of a fire at the Oconee site. During the meeting, the licensee indicated that they have completed Milestones 1 and 2 and that the remaining milestones are on track to meet the required dates per the NRC Confirmatory Order dated July 1, 2013.

ONS 1/2/3 is one of two pilot plants that received NRC approval to transition to NFPA 805 for compliance with the NRC fire protection regulations, Title 10 of the Code of Federal Regulations, Part 50, Section 50.48. The NRC staff completed its review of the license amendment request requesting approval of the transition, and issued the license amendments approving the transition on December 29, 2010 (ADAMS Accession No. ML103630612). The licensee indicated during the meeting that all committed implementation actions are on schedule; and they discussed the completion of the most recent modifications related to:

(1) Turbine/Auxiliary building wall penetrations; (2) the ONS 2/3 purge inlet room and west penetration room; and (3) the ONS-3 fire detection system. Duke Energy also stated that in

addition to the NFPA 805 fire watch program and Appendix R required fire watches, compensatory actions will remain in place until PSW is completed and all NFPA-805 requirements are satisfied (February and November 2016, respectively, per the Confirmatory Order).

Finally, the licensee provided the status of several modifications including the design and construction work associated with the external flood project as well as an update of their flood hazard integrated assessment (lA) in response to the NRC's request for information pursuant to Title 10 of the Code of Federal Regulations, Section 50.54(f). The licensee stated that their lA is on track for completion by 2nd quarter 2014 using the current flood hazard reevaluation (ADAMS Accession No. ML13240A016).

The public portion of the meeting concluded with one question from a member of the public regarding the licensee's approach and schedule for completion of modifications associated with the external flood project. The NRC addressed the question.

Members of the public were in attendance at the meeting and by teleconference. Public meeting feedback forms were made available to the public. As of the date of this meeting summary, no completed feedback forms have been received.
