SUMMARY

OF NOVEMBER 13, MEETING WITH DUKE ENERGY CAROLINAS, LLC, TO DISCUSS THE PROPOSED LICENSE AMENDMENT REQUEST FOR TEMPORARY TECHNICAL SPECIFICATION CHANGE FOR ONE KEOWEE HYDRO UNIT INOPERABLE, GENERATOR FIELD POLE REWIND PROJECT - OCONEE NUCLEAR STATION (ONS), UNITS 1,2, AND 3 (TAC NOS. ME9021, ME9022, AND ME9023)

On November 13, 2013, a Category 1 public meeting was held among staff from the U.S.

Nuclear Regulatory Commission (NRC) and representatives of Duke Energy Carolinas, LLC (Duke or the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to allow the licensee to provide additional information to support their proposed license amendment request (LAR) to extend the Technical Specification completion time (CT) in order to perform Keowee Hydro Unit (KHU) maintenance.

The licensee requested NRC approval of the LAR in time to support the KHU generator field pole rewind outages in January 2014 and July 2014 for KHU-2 and KHU-1, respectively. The licensee's LAR is dated June 27,2012, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML13190A016), as supplemented on December 14,2012 (ML12359A039), May 28,2013 (ML13151A023), and July 26,2013 (ML13214A384). A list of attendees is enclosed.

The licensee presented supplemental information in the following areas:

  • Generator Pole Rewind Project
  • Proposed Technical Specification Change
  • Outage Duration Timeline
  • Multiple Diverse Backup Power Sources, Defense-in-Depth
  • Risk Reduction Measures and Critical Activity Plan Based on the information discussed with the NRC staff, the licensee plans to supplement their June 27,2012, application to include:
  • Keowee Hydro Station major maintenance history requiring extended outages
  • Current plans for refurbishment/overhaul of both Keowee generators for next 3 - 6 years
  • Keowee generator pole outage improved timelime
  • Diversity and defense-in-depth ONS electrical system
  • Risk Reduction Measures

  • Revision to TS change to reduce the proposed 75 day CT to 62 days for the overhead KHU
  • Submission of a Regulatory Commitment to state that 45 day Completion Time will not be used for planned KHU maintenance prior to the generator pole rewind outages or prior to Phase 2 stator work currently planned for 2016 and 2017
  • Comparison of KHU reliability and unavailability to DG reliability and unavailability and Switchyard reliability and unavailability to plants within the Duke Energy fleet
  • Summary of significant PRA model changes, and/or plant physical changes that have occurred since 2003 in reference to December 16, 2003 presentation (ML033520190)
  • Discussion of the ability of the Standby Shutdown Facility to ensure safe shutdown of all three Oconee units concurrently during a station blackout
  • Description of Keowee rotor lifts to minimize the potential impact from a rotor drop No members of the public were in attendance at the meeting. Public Meeting Feedback forms were made available at the meeting. As of the date of this meeting summary, no feedback forms have been received.
