OCONEE NUCLEAR STATION, UNITS 1, 2 AND 3 - NOTICE OF AVAILABILITY OF THE DRAFT SITE-SPECIFIC SUPPLEMENT 2, SECOND RENEWAL, TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS (EPID NUMBER:
L-2021-SLE-0002)

The U.S. Nuclear Regulatory Commission (NRC) staff has prepared Site-Specific Environmental Impact Statement for Subsequent License Renewal of Oconee Nuclear Station, Units 1, 2, and 3, Second Renewal, Draft Report for Comment (EIS). The EIS includes the NRC staffs site-specific evaluation of the environmental impacts of all subsequent license renewal (SLR) issues applicable to Oconee Nuclear Station, Units 1, 2 & 3 (Oconee Station). The EIS considers information contained in Duke Energy Carolinas, LLCs (Duke Energy) November 7, 2022, submittal (Agencywide Documents Access and Management System (ADAMS) ML22311A036),
which supplements its June 7, 2021, SLR application (ML21158A193). The NRC staff prepared the draft site-specific EIS in accordance with NRC regulations and federal law, as well as with Commission Legal Issuance (CLI)-22-02 and CLI-22-03, both dated February 24, 2022.
The NRC staff has prepared a Federal Register Notice (FR) of Availability (89 FR 10107) to advise the public that the draft site-specific EIS is publicly available in ADAMS at ADAMS accession number ML24033A298. ADAMS is accessible from the NRC website at https://www.nrc.gov/reading-rm/adams.html. In addition, the draft site-specific EIS will be available to the public near the site at the Oconee County Public Library, 300 East South 2nd Street, Seneca, SC 29678.
Based on the staffs evaluation in the draft site-specific EIS, the NRC staffs preliminary conclusion is that the adverse environmental impacts of Oconee Station SLR are not so great that preserving the option of SLR for energy-planning decisionmakers would be unreasonable.
The NRC staff based its recommendation on the following: 1) Duke Energys environmental report, as supplemented; 2) the NRC staffs consultation with Federal, State, Tribal, and local governmental agencies; 3) the NRC staffs independent environmental review; and 4) the NRC staffs consideration of public comments received during the scoping process.

An in-person meeting will be held in Seneca, SC and a virtual public meeting will also be held to present an overview of and accept public comments on the draft site-specific EIS supplement. NRC meeting notices will be published to provide more details about these public meetings.
A separate Notice of Availability of the draft site-specific EIS will be placed in the FR through the U.S. Environmental Protection Agency (EPA). The 45-day public comment period end date is calculated from the date on which the EPA notice is published in the FR.
