NUCLEAR REGULATORY COMMISSION REPORT FOR THE AUDIT OF DUKE ENERGY CAROLINAS, LLC'S FLOOD HAZARD REEVALUATION REPORT SUBMITTAL RELATED TO THE NEAR-TERM TASK FORCE RECOMMENDATION 2.1-FLOODING FOR OCONEE NUCLEAR STATION, UNITS 1, 2 AND 3 (TAC NOS. MF1012, MF1013 AND MF1014)
Dear Mr. Batson:
By letter dated May 8, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15118A460), the U.S. Nuclear Regulatory Commission (NRC) informed you of the staff's plan to conduct a regulatory audit of Duke Energy Carolinas, LLC's (Duke, the licensee) flood hazard reevaluation report (FHRR) sybmittals related to the Near-Term Task Force Recommendation 2.1-Flooding for Oconee Nuclear Station, Units 1, 2 and 3 (Oconee). The Oconee FHRR was submitted by letter dated March 12, 2013 (ADAMS Accession No. ML13079A227), and supplemented by a reviseq FHRR dated March 6, 2015 (ADAMS Accession No. ML15072A099, not publicly available for security related information).
The audit was intended to support the NRC staff review of the FHRRs and the subsequent issuance of a staff assessment.
The audit(s) were conducted over multiple sessions from May 2015 to June 2015 and were performed consistent with NRC Office of Nuclear Reactor Regulation, Office Instruction LIC-111, "Regulatory Audits," dated December 29, 2008 (ADAMS Accession No. ML082900195). Therefore, the purpose of this letter is to provide you with the final audit report, which summarizes and documents the NRC's regulatory audit of Duke's FHRR submittals. The details of this audit report have been discussed with Mr. Art Zaremba of your staff.
The Enclosure transmitted herewith contains Security-Re'lated Information. When separated from the Enclosure, this document is decontrolled.
