Dear Mr. Snider:

By letter dated June 7, 2021 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML21158A193), as supplemented by letters dated October 22, 2021 (ADAMS Accession No. ML21295A035), October 28, 2021 (ADAMS Accession No. ML21302A208), November 11, 2021 (ADAMS Accession No. ML21315A012),

January 7, 2022 (ADAMS Accession No. ML22010A129), January 21, 2022 (ADAMS Accession No. ML22021A000), February 14, 2022 (ADAMS Accession No. ML22045A021), February 21, 2022 (ADAMS Accession No. ML22052A002), March 22, 2022 (ADAMS Accession No. ML22081A027), March 31, 2022 (ADAMS Accession No. ML22090A046), April 20, 2022 (ADAMS Accession No. ML22110A207), April 22, 2022 (ADAMS Accession No. ML22112A016), and May 11, 2022 (ADAMS Accession No. ML22131A023), Duke Energy Carolinas, LLC (Duke Energy or the applicant) submitted an application for the subsequent license renewal (SLR) of Renewed Facility Operating License Nos. DPR-38, DPR-47, and DPR-55 for the Oconee Nuclear Station, Units 1, 2, and 3 (ONS) to the U.S. Nuclear Regulatory Commission (NRC). Duke Energy submitted the application pursuant to Title 10 of the Code of Federal Regulations Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants, for SLR.

On April 28, 2022, the NRC (the staff) held a public meeting with Duke Energy to discuss responses to requests for additional information (RAIs) regarding Bolting Integrity and Containment Liner and Cold Penetrations.

Second Round RAI B2.1.9-2a - Bolting Integrity:

By letter dated January 11, 2022 (ADAMS Accession No. ML22012A039), the NRC issued RAI B2.1.9-2. By letters dated February 14, 2022 (ADAMS Accession No. ML22045A021) and March 31, 2022 (ADAMS Accession No. ML22090A046), Duke Energy responded to the RAI.

Following review of the response, the staff developed draft second round RAI B2.1.9-2a, which requested the applicant to clarify how the proposed alternative means of inspections for

S. Snider submerged bolting, as described in the revised response to RAI B2.1.9-2, can effectively detect the aging effects associated with the degradation of pressure boundary closure bolting (i.e., loss of preload, crack initiation, loss of material) before there is a loss of system or component intended function(s). If the currently proposed alternative inspection methods cannot be justified to be sufficiently capable of detecting the referenced aging effects, the staff requested the applicant to provide revised alternative means of inspections of submerged bolting that are effective in detecting and managing these aging effects.

To support the discussion, Duke Energy made a presentation (ADAMS Accession No. ML22130A009) on the context of the draft second round RAI B2.1.9-2a. Afterwards, the staff provided additional clarity on the requests made in the RAI. The staff questioned how the visual and hand tightening approaches presented by the applicant will verify pressure integrity.

Additionally, the staff stated that the methods presented in NUREG-2191, Generic Aging Lessons Learned for Subsequent License Renewal (GALL-SLR) Report, (ADAMS Accession No. ML17187A204) is considered one acceptable means to meet the regulation.

Following the dialogue, Duke Energy indicated that it had a clear understanding of draft second round RAI B2.1.9-2a. The second round RAI B2.1.9-2a was issued as final on April 28, 2022 (ADAMS Accession No. ML22122A016).

Second Round RAI 4.6.1-1a - Containment Liner and Cold Penetrations:

By letter dated March 29, 2022 (ADAMS Accession No. ML22091A088), the staff issued second round RAI 4.6.1-1a, requesting that the applicant provide the fatigue waiver analyses of record that demonstrates how the six criteria in the ASME Code,Section III were shown to be met for the containment liner plate and each of the cold penetrations for which it is credited.

Alternatively, the staff requested that the applicant describe in sufficient technical detail how each of the six acceptance criteria in the ASME Code,Section III were satisfied for the containment liner plate and each of the cold penetrations for which the fatigue waiver analysis is credited.

Upon review of the staffs draft response on the ePortal, the staff provided comments (ADAMS Accession No. ML22130A011). To support the discussion, Duke Energy made a presentation (ADAMS Accession No. ML22130A010). Following the presentation, the staff specified the need for the following information: 1) justification of why the fatigue exemption evaluation (of all six criteria) based on SA-516 Grade 70 material is bounding of components with all other liner plate and cold penetration materials of construction listed in Table 4.6.1-1, or alternatively evaluate each component material separately; 2) explanation on the additional case of pressure fluctuations as a result of Type A tests (claimed to be considered in SLRA 4.6.1 as amended by response to RAI 4.6.1-1), which is expected to be greater than the normal pressure fluctuations stated in the response of -2.45 to 1.2 psig; and 3) the calculation that documents the described fatigue exemption evaluation.

Duke Energy stated that it understood the staffs concerns and stated that the calculation that documents the described fatigue exemption evaluation will be cited in the official RAI response, with the calculation itself available on the ePortal for review. In terms of next steps, the applicant would revise its draft response.

Per letter dated March 29, 2022, the expected response date to second round RAI 4.6.1-1a was April 29, 2022. Since there was ongoing technical discussion on this topic, the staff stated that

S. Snider the response to second round RAI 4.6.1-1a would no longer be expected by April 29, 2022. The revised due date for second round RAI 4.6.1-1a will be determined at a later date.
