U.S. Department of Homeland Security Washington, DC 20472 www.fema.gov October 11, 2024 Kathryn Brock, Director Division of Preparedness and Response Office of Nuclear Security and Incident Response U.S. Nuclear Regulatory Commission Washington, D.C. 20555

Dear Ms. Brock:

This letter is to inform you that the Federal Emergency Management Agency (FEMA) has completed its Preliminary Capabilities Assessment (PCA) for the State of South Carolina risk and host counties offsite response organizations compensatory measures to respond to an incident at the Oconee Nuclear Station in the aftermath of Hurricane Helene.

On September 29, 2024, based on the PCA performed and our review of available information gathered in discussions with the OROs, FEMA concluded offsite radiological emergency preparedness (EP) remains adequate to provide reasonable assurance and appropriate measures can be taken to protect the health and safety of the public in a radiological emergency at the Oconee Nuclear Station. At this time, FEMA is not initiating actions to conduct a Disaster Initiated Review (DIR) of offsite EP issues within the Oconee Nuclear Station 10-mile emergency planning zone.

Please contact me at (202) 304-5399, if you have any questions or require any further assistance on this matter.

Sincerely, Bruce C. Foreman Director, Technological Hazards Division BRUCE C FOREMAN Digitally signed by BRUCE C FOREMAN Date: 2024.10.11 11:05:10 -04'00'
