OCONEE NUCLEAR STATION, UNITS 1, 2 AND 3 - NOTICE OF AVAILABILITY OF THE DRAFT SITE-SPECIFIC SUPPLEMENT 2, SECOND RENEWAL, TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS (EPID NUMBER: L-2021-SLE-0002)

Dear Tracy Watson:

The U.S. Nuclear Regulatory Commission (NRC) staff has prepared a site-specific environmental impact statement (EIS), Site-Specific Environmental Impact Statement for License Renewal of Oconee Nuclear Station, Units 1, 2 and 3, Supplement to NUREG-1437, Supplement 2, Second Renewal, Draft Report for Comment (NUREG-1437). The period to provide comments on this document will end 45 days after the Federal Register Notice expected February 16, 2024.

Based on the staffs evaluation in the draft site-specific EIS, the NRC staffs preliminary conclusion is that the adverse environmental impacts of Oconee Nuclear Station, Units 1, 2 and 3 subsequent license renewal (SLR) are not so great that preserving the option of SLR for energy-planning decisionmakers would be unreasonable. The NRC staff based its recommendation on the following: 1) Duke Energy Carolinas, LLCs environmental report, as supplemented; 2) the NRC staffs consultation with Federal, State, Tribal, and local governmental agencies; 3) the NRC staffs independent environmental review; and 4) the NRC staffs consideration of public comments received during the scoping process.

The draft site-specific EIS was submitted to the U.S. Environmental Protection Agency via e-NEPA and copies are also being distributed to interested Federal, State, and local agencies, industry organizations, interest groups, and members of the public. A copy of this document will also be placed in the Oconee County Public Library, located at 300 East South 2nd Street, Seneca, SC 29678, and in the NRCs Agencywide Documents Access and Management System (ADAMS) at https://www.nrc.gov/reading-rm/adams.html. The ADAMS accession number for draft site-specific EIS is ML24033A298.
