SUMMARY

OF SEPTEMBER 24, MEETING WITH DUKE ENERGY CAROLINAS, LLC, TO DISCUSS THE FLOOD HAZARD REEVALUATION REPORT RELATED TO THE JOCASSEE DAM SEISMIC ANALYSIS FOR OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 (TAC NOS. MF0518, MF0519, MF0520, MF1012, MF1013, AND MF1014)

On September 24, 2013, a Category 1 public meeting was held among staff from the U.S.

Nuclear Regulatory Commission (NRC) and representatives of Duke Energy Carolinas, LLC (Duke or the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. A list of attendees is enclosed. The purpose of the meeting was to allow the licensee to discuss their seismic analysis of the Jocassee Dam which they submitted to the NRC as part of their flood hazard reevaluation report for the Oconee Nuclear Station, Units 1, 2, and 3 (ONS). The NRC requested this reevaluation from all commercial power reactors in accordance with Title 10 of the Code of Federal Regulations (10 CFR), Part 50, Section 50.54(f), and as part of the NRC's Fukushima Near-Term Task Force (NTTF) lessons-learned process as stated in an NRC letter dated March 12, 2012, Agencywide Documents Access and Management System (ADAMS) Accession No. ML12053A340. The licensee submitted this report to the NRC by letter dated March 12, 2013, ADAMS Accession No. ML13079A227.

The licensee's presentation is found in the meeting slides (ADAMS Accession No. ML13275A225). The licensee first provided an overview of the regional geology and a description of the local rock foundation for the Jocassee Dam. A history of the seismic analyses and assessments was also presented to the NRC staff including the probabilistic analysis updates associated with it seismic fragility analysis. The licensee indicated that there was no new information or assessments being proposed with respect to the Jocassee Dam seismic analysis and that the overview was intended to facilitate the staff's 50.54{f) review and address any questions from the NRC staff.

The licensee stated that a summary of its seismic analyses, methodology, and results is contained in the Supporting Technical Information document which was prepared for the Federal Energy Regulatory Commission and posted by the licensee to the electronic reading room/portal for the NRC staff's review. The online reference portal allows the staff and its contractors limited read-only access to bases documents in support of the NRC's review of Fukushima NTTF submittals. The NRC staff noted that it may request additional reference documents related to specific methodology and model input/output data in support of the completion of its 50.54(f) review. There were no issues or significant open actions that came out of the informational meeting.
