Webinar Type of Meeting: This was a Category 1 meeting. The public was invited to observe this meeting and had one or more opportunities to communicate with the U.S. Nuclear Regulatory Commission (NRC) after the business portion of the meeting but before the meeting was adjourned.

Purpose of the Meeting(s):

Pre-application meeting between Duke Energy Carolinas, LLC (Duke Energy) and the NRC staff to discuss the environmental report (ER) associated with the planned submittal of a Subsequent License Renewal Application (SLRA) for Oconee Nuclear Station Units 1, 2, and 3 (Oconee)

General Details:

The NRC staff held a public webinar with Duke Energy for a pre-application discussion regarding Duke Energys future submittal of a SLRA for Oconee. The meeting began at 1:30 PM and ended approximately 2:15 PM. There were sixteen NRC staff members, fourteen applicant representatives, and seven members of the public present.

Summary of Meeting:

The discussion focused on Duke Energys preparation of the ER which will be submitted as part of the SLRA application in calendar year 2021. Duke Energy stated that the ER is currently undergoing an industry peer review.

Duke Energys Items of Note Regarding Subsequent License Renewal In accordance with NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants (the GEIS), the number of in-scope transmission lines have been reduced since the initial license renewal.

In February 2020, Duke Energy submitted a measurement uncertainty recapture power uprate (~2%) license amendment to the NRC. This license amendment was considered in the development of the ER.

Oconee has a unique emergency power supply, Keowee Dam, which is onsite and very reliable.

Duke Energy does not anticipate ground disturbing activities or refurbishment activities associated with or needed to enter the subsequent period of extended operation.

Regarding permits and certifications:

o Duke Energy has already confirmed with the State that the previous CWA 401 certification applies to subsequent license renewal, and Duke Energy will provide documentation in the ER.

o Due to Oconees location, CZMA certification does not apply.

o There are no essential fish habitat, federally endangered or threatened species, or designated critical habitat within the site proper or within 6 miles of the site.

o Duke Energy has no Bald and Golden Eagle Act take permits for the site.

o Species protected under the Marine Mammals Protection Act are not a concern.

Duke Energy has already reached out to several Federal and State entities for consultations, including o US Fish and Wildlife Service (FWS) o SC Dept. Health and Environmental Control o SC Dept. of Natural Resources o SC Dept. of Archives and History o SC Institute of Archaeology and Anthropology NRC Staff Items of Note Asked if any of the consultation entities identified any items/issues o FWS did not identify any federally endangered or threatened species onsite or within six miles of the site.

o State Historic Preservation Officer mentioned that the Oconee facilities will turn 50-years old during the initial license renewal period of extended operations. The state agency indicated onsite structures may need to be evaluated once they reach 50 years of age to assess potential eligibility for the National Register of Historic Places.

Asked if Oconee would be factoring the planned power uprate (MWe) in the ER analysis of replacement power alternatives.

Asked if Oconee had fuel assemblies with burnup of 62,000 MWD/MTU or greater o Duke Energy indicated that would need to get back to the NRC.

o After the meeting, Duke Energy informed the staff that there were no fuel assemblies with burnup of 62,000 MWD/MTU or greater at Oconee.

Public Participation Themes:

Seven members of the public were in attendance, but none asked questions or made comments.

Action Items/Next Steps:

The NRC staff will prepare and issue a meeting summary.

Duke Energy will continue development of their SLRA.
