By letter dated August 28, 2019, as supplemented by letters dated June 15 and September 17, 2020 (Agencywide Documents Access and Management System (ADAMS) Accession Nos.

ML19240A925, ML20169A339 and ML20261H584, respectively), Duke Energy Carolinas, LLC.

(Duke Energy, or the licensee) submitted a license amendment request (LAR) for Oconee Nuclear Station, Units 1, 2, and 3 (Oconee). The LAR proposes to revise the Oconee current licensing basis for high energy line breaks (HELBs) outside of the containment building.

The U.S. Nuclear Regulatory Commissions (NRCs) Office of Nuclear Reactor Regulation staff conducted an audit to support its review of the amendment request. The audit plan is available in ADAMS at Accession No. ML20036E390.

The audit occurred at the NRCs office in Rockville, Maryland. NRC technical reviewers assigned to review the amendment request conducted the audit using an internet-based portal (Certrec), provided by the licensee. The areas of review for the audit were divided into four areas: (1) new time-critical operator actions, (2) detailed arrangement drawings and system descriptions to evaluate for potential spatial interactions between HELB locations and equipment that mitigates the event, (3) environmental qualification of electrical equipment, and (4) locations of all postulated breaks and critical cracks. The purpose of the audit was to acquire additional understanding about the amendment request and to determine whether additional information was needed to be submitted on the docket for NRC staff to complete its safety evaluation. On February 18 (audit kickoff), March 3, and May 14, 2020 the NRC staff held teleconferences with the licensee to discuss the documents on the portal.

The enclosure to this letter provides a report of the NRC staffs audit. The staff requested additional information from the licensee via letter dated May 6, 2020 (ADAMS Accession No. ML20125A361), and electronic email dated August 14, 2020 (ADAMS Accession No. ML20227A372).

1.0 BACKGROUND

2.0 SCOPE AND PURPOSE The audit was held (remotely) from February 18 to May 14, 2020. The purpose of the audit was to help the NRC staff better understand the documentation and analysis results through interaction with the licensees technical experts and to help focus the staffs request for additional information (RAIs) on those questions where docketed information is needed to complete the review.

SUMMARY

One of the NRC staffs objectives for the audit was to verify key assumptions, analyses, and test reports used to support the basis for the LAR. The NRC staff audited this information to better understand how the licensee evaluated the potential effects of the proposed changes on the environmental qualification (EQ) of electrical equipment as a result of a high energy line break.

Specifically, in the East and West Penetration Rooms, equipment will be subjected to increased temperatures and pressures as a result of new analysis for the postulated Main Steam (MS)

HELB and Main Feedwater (MFDW) HELBs. Staff selected a representative sample of electrical components from the list of affected equipment, in Attachment 9 of the LAR. The representative sample was selected from a list of components affected by the proposed changes based on risk significance and importance to defense-in-depth. The sample was also selected to include a range of different component types. These components included electrical penetration assemblies, motor-operated valves, signal converters, solenoid valves, flow transmitters, thermocouples, pressure transmitters, pressure switches, terminal blocks, and cabling.

The staff reviewed the EQ documentation packages, supporting documents, and analyses for these components, which document the EQ process/methodology and results for the component.

Specifically, for the electrical equipment listed above, staff reviewed the assumptions and analyses as well as qualification documentation and supporting calculations. The staff reviewed the qualification evaluation of the electrical equipment for the new environmental profiles.

The scope of NRC staffs review also, included the following:

postulation of critical cracks and the licensees proposal to eliminate postulated arbitrary intermediate pipe breaks in Class 1 piping and Class 2 and 3 equivalent piping in areas of the plant outside the containment penetration areas; the licensees determination of jet impingement effect; changes to postulated cracks; and excluded systems.

6.0 CONCLUSION

The NRC staff provided a brief conclusion of the audit objectives that were met and details on the path forward. There were no regulatory decisions made. There were no open items needing further clarification and no deviation from the audit plan.
