By letter dated June 7, 2021 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML21158A193), as supplemented by letters dated October 22, 2021 (ADAMS Accession No. ML21295A035), October 28, 2021 (ADAMS Accession No. ML21302A208), November 11, 2021 (ADAMS Accession No. ML21315A012),

December 2, 2021 (ADAMS Accession No. ML21336A001), December 15, 2021 (ADAMS Accession No. ML21349A005), December 17, 2021 (ADAMS Accession No. ML21351A000),

January 7, 2022 (ADAMS Accession No. ML22066A771), January 21, 2022 (ADAMS Accession No. ML22021A000), February 14, 2022 (ADAMS Accession No. ML22066A773), and February 21, 2022 (ADAMS Accession No. ML22052A002), Duke Energy Carolinas, LLC (Duke Energy or the applicant) submitted an application for the subsequent license renewal (SLR) of Renewed Facility Operating License Nos. DPR-38, DPR-47, and DPR-55 for the Oconee Nuclear Station, Units 1, 2, and 3 (ONS) to the U.S. Nuclear Regulatory Commission (NRC). Duke Energy submitted the application pursuant to Title 10 of the Code of Federal Regulations Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants, for SLR.

On February 17, 2022, the U.S. Nuclear Regulatory Commission (NRC, or the staff) held a public meeting with Duke Energy to discuss responses to select requests for additional information (RAIs).

By email dated January 31, 2022 (ADAMS Accession No. ML22035A189), the NRC staff provided discussion topics to Duke Energy. Specifically, the discussion topics pertained to Duke Energys responses to RAIs 4.3.1-1 and 4.3.1-3 (Cycle Projections), and RAI 4.3.3-2 (Metal Fatigue of Non-Class 1 Components), as submitted to the NRC by letter dated January 7, 2022 (ADAMS Accession No. ML22010A129). The slides for the applicants presentation are available at ADAMS Accession No. ML22063A114.

During the applicants presentation, the staff asked clarifying questions. In regards to RAI 4.3.1-1 for TRP 143.9, Cycle Projections, the staff requested confirmation that Transients 3, 4, 5, and 6 are associated with load follow operations and that load follow operations are not performed at ONS. Duke confirmed that was correct. Additionally, Duke Energy stated that heatup and

S. Snider cooldown transient cycles, counted separately, are also logged against Transients 3 and

4. Therefore, Transients 3 and 4 are bounded by ONS startup and shutdown operations and Transients 5 and 6 are not expected to occur.

For RAI 4.3.1-3 for TRP 143.9, Cycle Projections, the staff asked Duke Energy to describe the transients related to the high pressure injection stop-valve-to-check-valve weld and associated transient cycles that were used in the ASME Code Section XI, Appendix L analysis. At the time of the meeting, Duke did not have the information readily available and noted the item to follow up with the NRC staff. By email dated February 23, 2022 (ADAMS Accession No. ML22063A115), Duke Energy provided the information to the NRC staff, indicating that the 60-year design cycles for Transients 8E, 9 and 22A are annualized and that the cycles for the 10-year interval based on the annualized cycles are used in the Appendix L flaw tolerance analysis.

For RAI 4.3.3-2 for TRP 143.2, Metal Fatigue of Non-Class 1 Components, the staff asked Duke Energy to clarify the acceptance criteria regarding the longitudinal stress and thermal expansion stress for the pressurizer sampling line. To this, Duke Energy confirmed that, if the thermal expansion stress exceeds the allowable thermal expansion stress, then the sum of the longitudinal stresses (primary stress plus thermal expansion stress) should not exceed the allowable total longitudinal stress.
