SUMMARY

OF OCTOBER 13, 2015, MEETING WITH DUKE ENERGY CAROLINAS, LLC TO DISCUSS PROPOSED LICENSE AMENDMENT REQUEST TO SUPPORT KEOWEE DAM STATOR REPLACEMENT FOR OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 (CAC NOS. MF6762, MF6763, AND MF6764)

On October 15, 2015, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Duke Energy Carolinas, LLC (Duke Energy or the licensee). The purpose of the meeting was to discuss a proposed temporary change to the Technical Specifications (TSs) for the Oconee Nuclear Station, Units 1, 2, and 3 (Oconee). The meeting notice and agenda, dated September 30, 2015, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML15273A055. A list of attendees is enclosed.

The licensee's presentation is found in the meeting slides at ADAMS Package Accession No. ML16132A442. During the meeting, the licensee discussed its proposed license amendment request (LAR) that would make changes to TS 3.8.1, "AC Sources - Operating,"

Condition C. TS 3.8.1.C requires that the licensee take certain prescribed actions if a Keowee Hydro Unit (KHU) or its required overhead emergency power path are inoperable due to reasons other than those described in Condition A.

The licensee stated that the proposed LAR would request a one-time 55-day Completion Time to restore the KHU and its required overhead emergency power path to OPERABLE status to allow for stator replacement. The licensee further stated that the revised TSs would include a note stating that the 55-day Completion Time is, "Only applicable one time for each KHU due to generator stator replacement work and expires on April 30, 2020." This proposed LAR is similar to an LAR submitted by the licensee by letter dated June 27, 2012, 1 and approved by the NRC by letter dated January 8, 2014. 2 The NRC approved a one-time, 62-day Completion Time to allow for KHU generator field pole rewind. That one-time LAR has expired, and the work was completed within the allowed time.

During the meeting, the licensee discussed the implementation strategy for the KHU stator replacement. The licensee stated that after some initial benchmarking, it decided to pre-build each replacement stator in an assembly building to minimize the required KHU outage time.

The licensee then outlined the scope of the project, including providing the NRC staff with a timeline for the work.

The licensee provided, as seen on slides 14 through 21 of the presentation, a list of backup power sources for emergency power systems that will be credited in the proposed LAR. This list included a temporary diesel generator that will be staged at the Keowee Hydro Station, which will be capable of restoring the emergency alternating current (AC) power through the underground path from the unwatered KHU within 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br />. On slide 23 of the presentation, the licensee provided regulatory commitments, which it will submit with the LAR. These include a commitment to not start the extended KHU outage if severe weather conditions are forecast within the next 2 days. The licensee also provided, as seen on page 24 of the presentation, a list of other risk-reduction measures.

During the meeting, the NRC staff requested that the licensee take into consideration any lessons learned during the prior KHU generator pole rewind and implement them during the proposed stator replacement. These lessons learned should include a summary of the justifications for the proposed LAR. The NRC staff requested that the proposed LAR include an explanation of any differences between the compensatory measures to be put in place for the generator stator replacement work and those applied for the generator pole rewind work. The licensee agreed to provide the requested justifications and explanations.

The NRC staff also requested that the licensee provide a justification for the 55-day Completion Time request. During the meeting, the licensee and NRC staff had significant discussions regarding the proposed timeline for the generator stator replacement outage.

No regulatory decisions were made during this meeting.

One member of the public was in attendance via a teleconference line. The member of the public had no questions or comments for the NRC staff. Public meeting feedback forms were made available to the public. No public meeting feedback forms were received.
