SUMMARY

OF MEETING WITH UNION ELECTRIC COMPANY -

PRESENTATION ON REPLACEMENT OF THE STEAM GENERATORS IN THE FALL OF 2005 (TAC NO. MC4437)

A meeting was held on Thursday, November 4, 2004, between the NRC staff and representatives of the Union Electric Company, the licensee for the Callaway Plant. The meeting was requested by the licensee to present the technical issues in its license amendment request application dated September 17, 2004, to support the replacement steam generators (RSGs) to be installed in Refueling Outage (Refuel) 14 in the Fall of 2005. is the list of attendees and Enclosure 2 is the handout from the licensee. There was no handout from the NRC staff.

The agenda (the first page of Enclosure 2) for the meeting was the following:

1. Introduction
2. General Description of RSG
3. Westinghouse Nuclear Steam Supply System (NSSS) RSG Analyses
4. RSG Licensing Activities
5. Application of Leak Before Break (LBB) to Pressurizer Surge Line
6. Other Refuel 14 Operating License (OL) Submittals
7. Adjourn Meeting In Item No. 2 above, the licensee explained the reasons for the steam generators (SGs) replacement at Callaway and provided a comparison between the current SGs and the RSGs and the special features of the RSGs.

In Items Nos. 3 and 4 above, the licensee explained the Technical Specification (TS) changes and the new methodologies being proposed for Callaway in the September 17, 2004, application. The NRC staff asked the licensee questions to clarify what is being proposed in the application.

In Item No. 5 above, the licensee presented the mitigative measures it is considering for its application of LBB for the pressurizer surge line. The licensee stated that its application is now expected to be submitted in January 2005, instead of the November 19, 2004, date given in its September 17, 2004, application. The NRC staff gave its views on the two different approaches shown on page 12 of Enclosure 2. The weld overlay approach would require a

relief request submittal from the licensee in addition to the application to apply LBB for the pressurizer surge line.

In Item No. 6 above, the licensee presented the two other license amendment requests for Refuel 14 that will propose changes to the TSs. These other amendment requests are described on page 11 of Enclosure 2.

The licensee completed its presentation and the meeting was adjourned. There were no decisions made by the NRC staff related to the licensees September 17, 2004, application, or the other applications to be made by the licensee for Refuel 14.
