OF NOVEMBER 18, 2010, MEETING WITH UNION ELECTRIC COMPANY ON PLANNED RESPONSES TO THE U. S. NUCLEAR REGULATORY COMMISSION STAFF'S REQUESTS FOR ADDITIONAL INFORMATION (TAC NO. ME2822)
On November 18, 2010, the U. S. Nuclear Regulatory Commission (NRC) staff conducted a Category 1 public meeting with representatives of Union Electric Company, licensee for Callaway Plant, Unit 1, via an audio teleconference. The purpose of the meeting was to discuss the licensee's planned responses to the NRC staffs requests for additional information (RAls) dated October 20 and 25, 2010 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML102930674 and ML102980369, respectively), regarding Callaway Plant, Unit 1's license amendment request. The licensee requested revision to Technical Specification (TS) 3.3.2, "Engineered Safety Feature Actuation System (ESFAS)
Instrumentation Functions," dated November 25,2009 (ADAMS Accession No. ML093290318).

The licensee discussed the information provided as enclosures to the public meeting notice dated November 5, 2010 (ADAMS Accession No. ML103020279). The licensee 'first discussed its responses to the specific RAls dated October 20 and 25,2010, mentioned above. The licensee then reviewed, in detail, its proposed modifications to TS 3.3.2 as provided in the attachment to the public meeting notice enclosure.
The NRC staff questioned the proposed changes to TS 3.3.2. Specifically, the staff inquired about the licensee's basis for changing the "Required Channels" of TS 3.3.2, Table 3.3.2-1, Function 6.g, "Trip of All Main Feedwater Pumps" to "2 trains." The staff and licensee extensively discussed the proposal to change TS 3.3.2, Conditions J, M, and T to a single condition based on 4 required channels (versus 2 trains) with at least three, but no more than four, action statements.
The licensee expressed intention to review its proposed changes internally and the applicability of a pre-existing note for bypassing of channels during surveillance testing. The licensee indicated that it plans to perform additional review for TS applicability and impact for the situation when the second of two main feed pumps is in a "reset" condition during a plant start up. The licensee stated its intention to provide an additional supplement to its license amendment request.
