OF NOVEMBER 15, 2012, PRE-APPLICATION MEETING WITH UNION ELECTRIC COMPANY REGARDING LICENSE AMENDMENT REQUEST TO REVISE THE LICENSING BASIS TO USE NRC REGULATORY GUIDE 1.61, REVISION 1 (TAC NO. ME9839)
On November 15,2012, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Union Electric Company (the licensee) and its contractors at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the licensee's planned submittal of an amendment request for Callaway Plant, Unit 1, to revise the licensing basis to include damping values for the seismic design and analysis of the integrated head assembly (IHA) that are consistent with the recommendations of NRC Regulatory Guide 1.61, "Damping Values for Seismic Design of Nuclear Power Plants," Revision 1, instead of Revision O. The meeting notice and agenda are located in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML12298A428.
The licensee presented information on the background and content of the proposed request (ADAMS Accession No. ML12320A305). The licensee discussed the new IHA that it intends to install concurrent with its replacement of the reactor vessel head during refueling outage 20 in 2014. The proposed amendment request is similar to one approved by the NRC staff for Diablo Canyon Power Plant on September 29, 2010.
The NRC staff queried the licensee about several aspects of the proposed changes and discussed potential challenges to the review schedule. No regulatory decisions were made at the meeting.
