SUMMARY

OF MAY 26, 2011, CATEGORY 1 MEETING WITH UNION ELECTRIC COMPANY TO DISCUSS A PROPOSED REVISION TO ADOPT THE RISK-INFORMED, PERFORMANCE-BASED FIRE PROTECTION STANDARD NFPA 805 (TAC NO. ME6098)

On May 26, 2011, the U.S. Nuclear Regulatory Commission (NRC) staff held a Category1 public meeting with representatives of Union Electric Company (UE), licensee for Callaway Plant, Unit 1. The meeting was held at NRC Headquarters, One White Flint North, 11555 Rockville Pike. Rockville, Maryland. The purpose of the meeting was for UE to discuss its plans to transition to risk-informed, performance-based National Fire Protection Association's (NFPA's) standard NFPA 805. A list of meeting attendees is provided in Enclosure 1.

The licensee discussed its desired outcomes, overview of the plant design features, fire protection program overview, probabilistic risk assessment developments, modifications completed and planned, NRC approvals required, and challenges expected in UE's transition process. The licensee's presentation followed the licensee's viewgraphs which are docketed in the Agencywide Documents Access and Management System (ADAMS) under ADAMS Accession No. ML111530405.

The licensee stated that it is working towards a submittal of application for an amendment by June 29,2011, barring any unforeseen future Commission decisions affecting application submittal schedules. The submittal will closely follow the Nuclear Energy Institutes (NEl's) license amendment request (LAR) template. The licensee does not expect to submit any supplements to the application. The licensee stated that, if any changes occur during the transition. they will be submitted as separate revisions following the NRC's issuance of the amendment.

The licensee stated that it has completed modifications of auxiliary feedwater pump as a diverse backup to the safety-related motor-driven feedwater pump and the turbine-driven feedwater pump, added additional diesel generators of 8 megawatt electric capacity as backup for station blackout, and replaced its carbon steel emergency service water piping with high-density polyethylene piping. The licensee has also replaced sprinklers in cable chases with quick response type sprinklers.

UE representatives stated that it is replacing its thermo-lag insulation with Darmatt KM1 insulation, and that it plans to continue other planned modifications, independent of the NRC's review of the LAR.

They have not encountered any unique or challenging issues affecting UE's request for amendment; They are not aware of any issues requiring enforcement discretion; and UE plans to complete the remaining modifications before the NRC issues the proposed amendment.

There were no comments from the public. Meeting feedback forms were offered; however, no completed feedback forms have been received.
