OF MARCH 25,2010, MEETING VIA CONFERENCE CALL WITH REPRESENTATIVES OF UNION ELECTRIC COMPANY, THE LICENSEE FOR CALLAWAY PLANT, UNIT 1, REGARDING THE PROPOSED APPLICATION FOR A LICENSE AMENDMENT TO RELOCATE SURVEILLANCE FREQUENCIES FROM PLANT TECHNICAL SPECIFICATIONS TO L1CENSEE CONTROLLED PROGRAM (RISK-INFORMED INITIATIVE 5B)

On March 25, 2010, the Nuclear Regulatory Commission (NRC) staff held a Category 1 meeting via conference call with representatives of Union Electric Company, the licensee for Callaway Plant, Unit 1. The meeting was held at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the licensee's plan and approach to submit a risk-informed license amendment request (LAR) for relocation of surveillance frequencies from Callaway Plant, Unit 1 Technical Specifications (TSs) to a licensee-controlled program as described in Risk-Managed Technical Specification Improvement Initiative 5b. The meeting agenda was provided with the meeting notice dated March 12, 2010 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML100710031). A list of attendees is enclosed.

In its presentation, the licensee described its current and planned risk-informing initiatives for risk-informed fire protection under National Fire Protection Association (NFPA) 805, the planned request for approval of an amendment to allow relocation of surveillance frequencies from TSs to a licensee-controlled program (Initiative 5b), the preparations for submitting a request for approval of risk-informed extensions of TS Completion Times (Initiative 4b), and the status of activities to upgrade the probabilistic risk assessment (PRA) modeling to regulatory guide level (i.e., Regulatory Guide (RG) 1.200, "An Approach for Determining the Technical Adequacy of Probabilistic Risk Assessment Results for Risk-Informed Activities"). The licensee's presentation slides are available in ADAMS Accession No. ML100880408.

The licensee stated that the approval of LARs would obviate the need to ask NRC for discretions of regulatory enforcements, or shutting down the plant when recovery actions cannot be completed in the allowed outage times (Completion Times), and surveillance frequencies changes are needed for continued safe operation of the plant, without undue burden on the licensee. With regard to adoption of NFPA 805, the licensee stated that it was developing risk informed fire models to comply with the guidance for adopting NFPA 805.

The NRC staff expressed appreciation for the licensee's presentation, and offered insights on expectations for PRA upgrade to RG 1.200 guidance, and on the licensee's plans to submit LARs for risk-informed Initiatives 4b and 5b. The NRC staff provided insights from its experience with the approval of pilot amendments for the initiatives, and from ongoing activities for upgrading licensees' PRAs to RG 1.200 standard.
