SUMMARY

OF MARCH 15, 2021, TELECONFERENCE WITH UNION ELECTRIC COMPANY REGARDING PROPOSED LICENSE AMENDMENT REQUEST TO IMPLEMENT ALTERNATIVE SOURCE TERM FOR CALLAWAY PLANT, UNIT NO. 1 (EPID L-2021-LRM-0020)

On March 15, 2021, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Union Electric Company, dba Ameren Missouri (the licensee). This meeting was a followup to a June 14, 2018, presubmittal meeting.

The June 14, 2018, meeting notice and meeting summary are available in the Agencywide Documents Access and Management System (ADAMS) at Accession Nos. ML18150A384 and ML18215A375, respectively.

The purpose of the March 15, 2021, meeting was to discuss a planned license amendment request (LAR) regarding Alternative Source Term (AST) for the Callaway Plant, Unit No. 1. The meeting notice and agenda, dated March 1, 2021, are available in ADAMS at Accession No. ML21074A275. Enclosed is a list of attendees at the meeting.

During the meeting, the licensee presented meeting slides, which can be found in ADAMS at Accession No. ML21050A204. The licensee's presentation outlined the licensing and technical aspects of the upcoming submittal including the scope of work, key features, and the intended schedule plan for the amendment. The licensee indicated its plans to submit the LAR in April 2021.

The licensee discussed its presentation slides and the NRC staff asked several clarifying questions. The NRC staff discussed with the licensee that the future LAR should consider the following sufficiency items as part of the upcoming submittal.

Remove the testing requirements in Technical Specification (TS) 5.5.11, Ventilation Filter Testing Program (VFTP), in regard to the pressurization filter trains.

Modify Surveillance Requirement 3.7.10.1 to remove the requirement that heaters on pressurization filter be in operation when the surveillance test is performed.

Provide comparison tables between the current licensing basis and the AST basis representing each accident analysis, identify significant parameters related to dose on the tables, provide the corresponding current licensing basis values, and bases for the change in parameters, as appropriate.

Discuss the application of RETRAN-3D versus RETRAN-02, address limitation and conditions, and describe methodologies in the Final Safety Analysis Report, as appropriate.

Discuss environmental qualification and seismic qualification of the control room heating, ventilation, and air conditioning equipment credited for AST, including ductwork and damper systems, and the methodology for seismic qualification.

Discuss dispersion modeling approach including receptor locations, types of wind measuring instruments (i.e., mechanical or sonic), and the averaging method (vector or scalar) used.

Discuss locations of contaminated steam release. If release(s) are from a stack, please provide elevation of all adjacent buildings, which will allow the NRC staff to properly apply the model(s) for release.

For the sufficiency items noted above, the licensee acknowledged these items as valuable elements for the upcoming submittal and presented a discussion to the NRC staff of how these items would be considered and presented in the upcoming amendment. Subsequent to the March 15, 2021, presubmittal meeting, the licensee also identified that TS 5.5.17, Control Room Envelope Habitability Program, will need to be changed.

No regulatory decisions were made as a result of this teleconference. No members of the public identified themselves on the teleconference. Public Meeting Feedback forms were not received.
