SUMMARY
OF SEPTEMBER 12, 2022, PRE-APPLICATION TELECONFERENCE WITH UNION ELECTRIC COMPANY TO DISCUSS APPROVAL TO INSERT FRAMATOME GAIA FUEL ASSEMBLIES IN ITS CORE IN RELOAD QUANTITIES FOR CALLAWAY PLANT, UNIT NO. 1 (EPID L-2022-LRM-0068)
On September 12, 2022, an Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Union Electric Company, dba Ameren Missouri (the licensee) via teleconference. The purpose of the meeting was to discuss an upcoming license amendment request (LAR) for the use of Framatome GAIA fuel assemblies during its upcoming Fuel Cycle 27 which starts in October 2023. The meeting notice and agenda, dated August 30, 2022, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML22242A116. Enclosed is a list of attendees at the meeting.
The licensee presented information (ML22249A329) discussing the planned LAR. The request details will be the same as the licensees previous submittal (ML22153A174) for use of GAIA fuel assemblies, except for previously proposed technical specification (TS) changes. This change will continue use of the current TSs.
The NRC staff asked several clarifying questions based on the licensees slide presentation, including clarification of the proposed timeline for submission and approval of the LAR. The licensee stated that this LAR will be stand-alone, having no reference to the previously withdrawn submittal or any impact on the spent fuel criticality amendment request currently under review by the NRC. The licensee also stated that this submittal will have no impact on current core power distribution limits. Both Framatome and Westinghouse will provide Core Operating Limit Reports to validate proposed core locations for the new fuel assemblies. The proposed license amendment would also include an exemption for the use of M5 cladding with the new fuel assemblies.
No regulatory decisions were made as a result of this teleconference. No Members of the public identified themselves on the teleconference. No Public Meeting Feedback forms were received.
