SUMMARY

OF AUGUST 2, 2021, TELECONFERENCE MEETING WITH UNION ELECTRIC COMPANY REGARDING PROPOSED LICENSE AMENDMENT REQUEST TO REVISE THE EMERGENCY PLAN FOR CALLAWAY PLANT, UNIT NO. 1 (EPID L-2021-LRM-0068)

On August 2, 2021, an Observation pre-application public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Union Electric Company, dba Ameren Missouri (the licensee). The purpose of the meeting was to discuss a planned license amendment request (LAR) to revise the Emergency Plan (EP) for Callaway Plant, Unit No. 1 (Callaway). The meeting notice and agenda, dated July 14, 2021, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21195A320. Enclosed is a list of attendees at the meeting.

During the meeting, the licensee presented meeting slides, which can be found in ADAMS at Accession No. ML21211A071. The licensee's presentation outlined the licensing and technical aspects of the upcoming submittal including the proposed EP changes, justification for changes, format, and the intended schedule for the submittal of the LAR. The licensee plans to submit the LAR in the fourth quarter of 2021.

The licensee discussed its presentation slides and the NRC staff asked several clarifying questions regarding the items listed below. The licensee plans to address these items in the upcoming LAR submittal.

Proposed EP changes to remove the 30-minute Normal Hours activation goal, leaving the 90-minute Off-Normal Hours activation goal as the station standard to cover all hours.

Extend the State and counties follow-up notification goal from 30 minutes to 60 minutes and allow for even further increases when conditions are stable, with the agreement of the State of Missouri and local counties.

No changes to 15-minute requirement for required changes in notification. Justification for removal of the 30-minute Normal Hours activation goal. Justification to extend the follow-up notification.

The licensee stated that the 30-minute activation goal will not change any staffing requirements.

The licensee further stated that being in a national health crisis right now, the ability to have employees work remotely is essential. The normal work hours are not so standard anymore.

The normal work hour requirement is actually a detriment to the workforce.

The NRC staff suggested the licensee to use NUREG-0654/FEMA-REP-1, Revision 2, Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants: Final Report, as the guidance document in preparation of the LAR.

Members of the public were in attendance. No regulatory decisions were made as a result of this teleconference. Public Meeting Feedback forms were not received.
