Dear Sir:

This letter is to provide notification we will be unable to complete valve testing required' by IE Bulletin (IEB) 85-03 by the November 15, 1987 deadline and to request an extension to the deadline. He have ' completed part of the -

required testing and have included below our plan for completing.the remaining testing and providing the final results.

In a letter to the NRC dated December 31, 1986 (BEC0 86-193) we provided the required 180 day' response to IEB 85-03 and described our approach to performing the valve testing. At .that time, we expected to have completed I

refueling, returned to power, and completed the testing prior to November 15, 1987. Our outage extended longer than originally anticipated; consequently.

the lack of plant steam and normal operating conditions precluded the completion of testing in accordance with our original schedule. Our plan is to complete all testing on the identified valves under normal plant operating conditions within 90 days after full power is reached (i.e., plant steam is available and' full system pressure is attained) and provide the test results 120 days after completion of testing.
