Gentlemen:

Haddam Neck Plant Millstone Nuclear Power Station, Unit Nos. 1, 2 and 3 Response to NRC Bulletin No. 88-08, Supplement 3 Thermal Stresses in Piping Connected to Reactor Coolant Systems Reference (1) requested licensees to determine if periodic valve seat leakage through packing glands could result in unacceptable thermal stresses, similar to an event at a foreign reactor. This possiblity has been investigated at Haddam Neck and the three Millstone units. The purpose of this letter is to provide the results of that investigation.

This issue has been determined not to represent a problem at any Millstone unit. This conclusion is based on differences between the Millstone units and the foreign reactor. Those differences relate to valve / operator design, system configuration, leakage detection mechanisms, and in-service inspection programs.

At Haddam Neck, several valves which are potentially of concern have exhibited packing leakage. These valves are in the residual heat removal and high pressure safety injection systems. The piping velds which would be affected by the phenomenon indicated in Reference (1) vill be nondestructively examined during the ' upcoming refueling outage (currently scheduled to commence on September 2, 1989). In addition, several drain header valves are potentially

, A07951/Page 2 June 30,'1989 of concern but have no valve stem leakage monitoring. They vill be inspected for leakage during the upcoming refueling outage. Based on this inspection, nondestructive examinations of the affected piping vill be performed if necessary. In the future, should valve stem leakage occur from any of the above valves, they vill be evaluated to determine the need for corrective actions, based on the potential for the Reference (1) phenomenon.
