Millstone Nuclear Power Station, Unit No. 2 Timeliness of Submittals in a letter dated May 12, 1987,(1) the NRC Staff identified four specific instances in which Northeast Nuclear Energy Company (NNECO) was characterized as being late in submitting information in response to NRC Requests for Additional Information. The Staff requested a revised schedule for submittal of the requested information. This letter responds to Reference (1).

o Relief Valve and Safety Valve Testing, TMI Action Item II.D.1 - A September 30,1986 Staff request for information included a response due date of November 29,1986. In light of subsequent discussions between the NRC Staff and NNECO, it was our understanding a planned response date of late spring /early summer, 1987 was acceptable to the Staff. A submittal providing answers to all but three of the questions is expected to be submitted on or before July 2,1987. The remaining three responses will be provided on or before August 31,1987.  ;

o Implementation of Regulatory Guide 1.97 - The NRC Staff's March 14, 1985 letter requested further justifications of certain items for which the Staff had insufficient information. NNECO's August 7,1986 submittal was fully responsive to the Staff's request. However in subsequent telephone conversations, the NRC Staff informally requested additional information '

relating to two Human Engineering Discrepancies (HEDs) stemming from the Control on the HEDsRoom Design Review was submitted to the at Staff Millstone on June Unit No. 2(2)The information 15,1987.

Nuctrar Regulatory Comission A06651/Page 2 June 15,1987 o PWR Secondary Water Chemistry Monitoring Requirements - In a letter dated December 10,1986,W NNECO committed to provide minor changes to Section 6 of the Millstone Unit No. 2 Technical Specifications. Due to other mort pressing issues, the original commitment date of March 2,1987 has not been met. NNECO representatives have held subsequent discussions with the NRC Staff during which it was agreed that a revised due date of late May,1987 would be reasonable. Other priorities have necessitated an additional extension to the schedule. Accordingly, NNECO will docket this submittal on or before July 17,1987.

o Reporting SV and RV Failures and Challenges - This item was committed to in the same December 10,1986 letter as the previous item. The status also is identical, in that the March 2,1987 due date was not met, discussions between NRC Staff and NNECO established a revised due date of late May, 1987, and this information is now scheduled to be submitted on or before July 17,1987.

NNECO is aware that certain submittat dates have been postponed and apologizes for any inconvenience this may have caused. We underestimated the negative effect these delays have caused the Staff. NNECO has been continuing to resolve these items in accordance with the original schedules as supplemented by telephone discussions between NNECO and the NRC Staff. We have provided the above information in writing as requested by the Staff in Reference (1).

NNECO remains committed to achieving excellence in our operations, and will devote more rigorous efforts to improve the timeliness of submittals to the Staff.
