Gentlemen:

SUBJECT: REPORT NO. 50-39S/85-47

The NRC Systematic Assessment of Licensee Performance (SALP) Board has completed

its periodic evaluation of your V. C. Summer facility. This facility was

evaluated for the period July 1,1984, through December 31, 1985. The results

of the evaluation are documented in the enclosed SALP Board Report. This letter

also confirms the telephone conversation of February 27, 1986, between yourself

and Mr. H. C. Dance, of my staff, during which it was agreed to discuss this

report with you at your corporate offices at 10:30 a.m. on March 18, 1986.

The performance of your V. C. Sumer facility was evaluated in the functional

areas of plant operations, radiological controls, maintenance, surveillance, fire

protection, emergency preparedness, security, startup testing, training, quality

programs and administrative controls affecting quality, and licensing activities.

The level of performance of your V. C. Summer facility was satisfactory, although

certain weaknesses were evident in the areas of plant operations and fire protec-

tion. Strengths were identified in the areas of emergency preparedness, security,

radiological controls, and maintenance during the assessment period. The SALP

Board recognized that the weakness in the fire protection area was identified

before you had completed the review underway for correction of your program.

Subsequently, you demonstrated a proper management attitude toward nuclear safety

by the implementation of aggressive corrective actions for the identified weak-

ness. In addition to improvement in those areas with identified weaknesses, the

Board noted that the trend of performance was improving in the areas of plant

operations and outages. No instances of declining trend were identified.

As we noted in our September 17, 1984, letter to you regarding the previous SALP

assessment, the measures which you have taken to improve performance, if properly

implemented and maintained, should result in an improved performance trend leading

to higher category ratings. Your comitment to these programs and to improved

performance is readily apparent and we will continue to closely monl+.or your

progress in these areas.

Any coments you have concerning our evaluation of the performance of your

facility should be submitted to this office within 30 days following the date of

our meeting at your V. C. Sumer facility. We specifically request that you

advise us of actions you plan to take, or have taken, in response to each

Category 3 rating. Your coments; a sumary of our March 18, 1986, meeting; and

my disposition of your coments will be issued as an appendix to the enclosed SALP

Board Report.
