By letter .ed February 16, 1989, we requested relief from ASME Section XI hydrostatic, testing requirements pertaining to modifications planned for the McGuire Nuclear Service Water (RN) system. The NRC staff approved our request by letter dated June 29, 1989. Subsequent to your approval, and prior to our impicmentation of the modifications, changes to modifications MG-12243 Unit I and MG-22243. Unit 2 were necessary. By letter dated

-January 22, 1990 we revised our relief request to reflect the changes to the modification. By letter dated April 4, 1990 the NRC staff approved the revision.

In the original scope of the modifications, we planned to replace some carbon steel piping with stainless steel (SS) piping. In an effort to further reduce corrosion / erosion associated with carbon piping, we have made '

additional changes to the W G e+1ons that would replace a 20 inch carbon steel 90 degree elbow pipe with SS pipe. Additionally we plan to replace i another straight section of 20 inch carbon pipe with SS pipe (see attached drawing for details). The connections will be made using grove welds. In lieu of hydrostatic testing, all welds in the modification will be subjected to a dye penetrant or magnetic particle examination on root pass and iinished weld. An in-service leak test will further verify the new connections do not leak.

We request that NRC staff approval of our original Relief Request (No.

89-02) be extended to include the changes to modifications MG-22233 and NG-22243 as described. The original basis for our request for relief from hydrostatic testing is still valid. Hydrostatic testing is impractical due to the inadequacy of the test boundaries. The hydrostatic test boundary isolation valves include 36 inch, 20 1,tich, and 18 inch butterfly valves.

These valves have a history of leakage and do not offer adequate isolation to permit a hydrostatic test.
