OF ANNUAL ASSESSMENT MEETING WITH PACIFIC GAS AND ELECTRIC REGARDING DIABLO CANYON POWER PLANT 2013 PERFORMANCE

Dear Mr. Halpin:

This refers to the public Annual Assessment meeting conducted at the Embassy Suites, San Luis Obispo, California on May 22, 2014, between the NRC and your staff. Approximately 130 members of the public attended and participated in this meeting. During the meeting, Pacific Gas and performance during 2013 at Diablo Canyon Power Plant. Specifically, the NRC staff provided an overview of our inspection activities, findings, and overall performance assessment for the station. Additionally, we provided a status as to the significant actions taken by the NRC to enhance the safety of reactors in the United States based on lessons learned from the 2011 Fukashima accident. During the meeting, you and your staff discussed station performance during 2013, and performance during the Unit 1 outage in the spring 2014. Additionally, your staff discussed training initiatives underway to improve human performance at Diablo Canyon, as well as management of spent fuel and expansion of the onsite dry cask storage facility. Finally during the public comment/question and answer portion of the meeting, over 40 individuals provided their perspectives and asked questions of the NRC and PG&E staffs. While there were a wide range of specific comments and questions posed, several individuals focused on the following topics: Diablo Canyon effluent releases and potential health risks; The use, storage, and dispositioning of high burnup fuel; Spent fuel storage and a national spent fuel repository; Diablo Canyon seismic design basis and compliance with NRC requirements; and Personal accounts regarding the safety culture at Diablo Canyon, and the contributions to the community provided by PG&E employees.
