OF ANNUAL ASSESSMENT TOWN HALL MEETING AND PUBLIC OUTREACH REGARDING DIABLO CANYON POWER PLANT 2015 PERFORMANCE

Dear Mr. Halpin:

This refers to the Annual Assessment Town Hall meeting conducted at the Embassy Suites, San Luis Obispo, California on the evening of June 22, 2016, between the NRC and members of the public to discuss performance of the Diablo Canyon Power Plant (DCPP) for 2015.

Approximately 50 members of the public attended and participated in this meeting. In that the NRC conducted this years meeting as a Public Town Hall, Pacific Gas and Electric, (PG&E) was not requested to present at this meeting.

During the meeting, NRC participants discussed our assessment of PG&Es performance at DCPP during calendar year 2015. The NRC staff provided an overview of our inspection activities, findings, and overall performance assessment for the station. The NRC Staff also provided an updated status for the public as to NRCs and Diablo Canyons actions to date in response to the Mitigating Strategies and Spent Fuel Instrumentation Orders, and the March 2012 10 CFR 50.54(f) Requests for Information relative to seismic and flooding re-evaluations.

A copy of the NRC presentation from the meeting is included as Enclosure 1 to this letter.

Additionally, during the Town Hall Meeting, the NRC acknowledged the recent public announcement involving PG&Es intent to retire DCPP at the end of the current operating licenses. The NRC staff informed the meeting attendees that PG&E sent a letter to the NRC (ADAMS Accession No. ML16173A454) requesting that the NRC suspend our review of the DCPP license renewal application, pending approval of a Joint Proposal by the California Public Utilities Commission, at which time PG&E intends to formally withdraw the license renewal application. Further NRC correspondence regarding our receipt of the request and any requests for follow-up information will be submitted to PG&E on the docket at a later date.

During the public comment/question and answer portion of the meeting, approximately 12 individuals provided their perspectives and asked questions of the NRC staff. While there were a wide range of specific comments and questions posed, several individuals focused on the following topics:

PG&Es announcement of its intention to retire the DCPP units at the end of their current licenses (in 2024 for Unit 1, and 2025 for Unit 2), and the potential community impacts; NRC follow-up regarding PG&Es identification in 2015 that several spent fuel assemblies had been loaded into dry cask storage casks inconsistent with Technical Specifications; and NRCs evaluation and public availability of a draft study in the early 2000s by an NRC-subcontractor regarding tsunami hazards near DCPP (i.e., the Sewell Report).

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter and its enclosures will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of the NRCs document system (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
