OF MARCH 7, 2024, CLOSED PRESUBMITTAL MEETING WITH PACIFIC GAS AND ELECTRIC COMPANY REGARDING ALTERNATIVE SECURITY MEASURES FOR EARLY WARNING SYSTEM LICENSE AMENDMENT AND EXEMPTION REQUESTS FOR DIABLO CANYON NUCLEAR POWER PLANT, UNITS 1 AND 2 (EPID L-2024-LRM-0016)
On March 7, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held a closed presubmittal meeting with representatives of Pacific Gas and Electric Company (the licensee).
The purpose of the meeting was for the license e to provide preliminary information regarding a proposed license amendment request (LAR) for Diablo Canyon Nuclear Power Plant, Units 1 and 2 (Diablo Canyon), that would approve alternativ e security measures and an exemption for the sites early warning system (EWS). On October 13, 2023, the licensee withdrew a previous LAR for its EWS and informed the NRC that it intended to submit a new request (ML23286A302).
The meeting was closed to public participation due to the discussion of security-related and safeguards information. The meeting notice and agenda dated February 15, 2024, are publicly available in the NRCs Agencywide Documents Access and Management System (ADAMS) under Accession No. ML24046A212. The licensee provided presentation slides (ML24065A040; security-related information, not publicly available) to the NRC staff before the meeting. A list of attendees is provided in the enclosure. By email dated February 28, 2024, the licensee stated that its attendees were qualified to discuss safeguards information (ML24060A002).
During the meeting, the licensee provided a brief overview of the Diablo Canyon EWS and indicated that it made improvements to the system during the past 6 months. The licensee presented preliminary information regarding its proposed new request. The licensee also discussed the differences between the new request and the previously withdrawn LAR. The NRC staff and the licensees representatives di scussed the physical security requirements associated with the EWS. The licensee indicated that it was considering an exemption and an alternative security measure to address the requirements. The licensee indicated that it plans to submit a new request within the next 30 days.
No regulatory decisions were made at the meeting.
