OF AUGUST 31, 2015, TELECONFERENCE MEETING WITH PACIFIC GAS AND ELECTRIC COMPANY ON LICENSE AMENDMENT REQUEST.TO ADOPT NATIONAL FIRE PROTECTION ASSOCIATION STANDARD 805 FOR DIABLO CANYON POWER PLANT, UNIT NOS. 1AND2 (CAC NOS. MF2333 AND MF2334)
On August 31, 2015, a Category 1 teleconference public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Pacific Gas and Electric Company (PG&E, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the teleconference meeting was to discuss the license amendment request (LAA) submitted by PG&E on June 26, 2013, as supplemented, to adopt a new fire protection licensing basis for Diablo Canyon Power Plant (DCPP), Unit Nos. 1 and 2, which complies with the requirements in paragraphs 50.48(a) and (c) of Title 1 O of the Code of Federal Regulations (1 O CFR) (Agencywide Documents Access and Management System (ADAMS) Accession No. ML13196A139). Specifically, DCPP, Unit Nos. 1 and 2, would transition to a fire protection licensing basis based on the National Fire Protection Association Standard 805 (NFPA 805) Performance-Based Standard for Fire Protection For Light Water Reactor Generating Plants (2001 Edition). 1 The meeting notice and agenda dated August 14, 2015, are available at ADAMS Accession No. ML15226A306. The teleconference meeting was a publicly.noticed teleconference meeting held to discuss PG&E's request for additional information (RAI) response letter dated February 25, 2015 (ADAMS Accession No. ML15056A774). The main topic of the meeting was clarification of the relationship between NRC acceptance of the Westinghouse Topical Report for quantitative credit of the reactor coolant pump (RCP) seals in fire probabilistic risk assessment (PAA) and 1 Copies of NFPA 805 may be purchased from the NFPA Customer Service Department, 1 Batterymarch Park, P.O. performance of the PAA evaluations to support implementation of the NFPA 805 amendment.
Highlights from this meeting include the following:
Discussion of NRG PAA RAI 3 related to RCP seals, and the licensee's schedule to respond to this RAI.
The results of the Westinghouse SHIELD tests for the RCP seal issue will be useful in the review of the licensee's response to RAI 3.
The licensee mentioned that testing of Beaver Valley RCP seals by Westinghouse will be performed by October 15, 2015.
Two members of the public were in attendance for the teleconference meeting. One of the public members, Ms. Thomas, requested material that will enable her to understand NFPA 805 LAA, and the Project Manager agreed to mail the appropriate material to her home address. No public meeting feedback forms were submitted.
