SUMMARY
OF NOVEMBER 12, 2015, PUBLIC TELECONFERENCE WITH PACIFIC GAS AND ELECTRIC COMPANY REGARDING LICENSE AMENDMENT REQUEST FOR DIABLO CANYON POWER PLANT, UNITS 1 AND 2 RE: BEACON POWER DISTRIBUTION MONITORING SYSTEM METHODOLOGY (CAC NOS. MF6120 AND MF6121)
On November 12, 2015, a public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Pacific Gas and Electric Company (PG&E, the licensee), at NRC Headquarters, Rockville, Maryland. The meeting notice and agenda, dated October 29, 2015, are located in Agencywide Documents Access and Management System (ADAMS) at Accession No. ML15302A491. A list of meeting attendees is provided in the Enclosure to this meeting summary.
The purpose of the teleconference with PG&E was to discuss the license amendment request (LAR) for Diablo Canyon Power Plant (DCPP), Units 1 and 2, regarding the revision to the Best Estimate Analyzer for the Core Operations-Nuclear (BEACON) Power Distribution Monitoring System methodology described in the Updated Final Safety Analysis Report (UFSAR) and the revision to PARAGON and NEXUS core design methods in Technical Specification {TS) 5.6.5, "Core Operating Limits Report (COLR)." Specifically, the licensee wants to use the BEACON power distribution monitoring system method described in Addendum 4 to WCAP-12472-P-A, "BEACON Core Monitoring and Operation Support System." The licensee discussed a high-level history of the use of BEACON in the industry. PG&E stated that BEACON is used for verification purposes and not as the basis for development of the Core Operating Limits Report.
The NRC staff expressed interest in conducting an audit at DCPP to gain insights on PG&E's plant-specific information that impacts the core power distribution. An audit would allow the staff to more efficiently conduct our review of the LAR and could minimize the request for additional information. The NRC staff requested the audit to take place the week of November 30, 2015, at DCPP. The licensee stated it could support an on-site audit during that week. NRC staff stated that two members of NRC would attend the audit, including Fred Forsaty, the lead technical reviewer for the Reactor Systems Branch, and a project manager from Division of Operating Reactor Licensing. The NRC staff requested that a Westinghouse Electric Company (Westinghouse) expert on the use of BEACON be made available for 1 to 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> during the audit. The NRC staff committed to informing the licensee which NRC staff will be attending the audit and the exact dates for the audit by close of business on Friday, November 13, 2015.
Once PG&E receives this information, badging, training, escorts, and other logistics will be finalized with PG&E and a formal audit plan will be sent to the licensee.
Subsequent to the public teleconference, the NRC staff rescheduled the audit to January 12-14, 2015, at the Westinghouse offices in Rockville, Maryland. Fred Forsaty and Margaret Watford will attend the audit from NRC staff. The NRC staff will send a formal audit plan to the licensee in the next several weeks.
