OF ANNUAL ASSESSMENT MEETING REGARDING DIABLO CANYON POWER PLANT 2016 PERFORMANCE

Dear Mr. Halpin:

This refers to the Annual Assessment public meeting conducted at the Courtyard by Marriott, San Luis Obispo, California on the evening of July 12, 2017, between the U.S. Nuclear Regulatory Commission (NRC) and your staff. Approximately 28 members of the public observed and participated in this meeting.

During the meeting, NRC participants discussed our assessment of Pacific Gas and Electrics (PG&Es) performance at Diablo Canyon Power Plant (DCPP) during calendar year 2016. The NRC staff provided an overview of our inspection activities, findings, and overall performance assessment for the station. In particular, we discussed with you our assessment of the White Mitigating Strategies Finding and the NRCs subsequent movement of DCPP Unit 2 to the Regulatory Response Column of oversight which became effective in the 3rd Quarter 2016. The NRC staff also provided an updated status for the public as to NRCs and Diablo Canyons actions to date in response to the Mitigating Strategies and Spent Fuel Instrumentation Orders, and additional post-Fukushima event lessons learned relative to seismic and flooding re-evaluations. A copy of the NRC presentation from the meeting is included as an enclosure to this letter.

After the NRC presented our assessment, your staff briefly discussed PG&Es assessment and corrective actions to date to address the Mitigating Strategies White Finding. Your staff also discussed the actions taken by the station to analyze, inspect, and replace baffle-former bolts associated with the Unit 1 reactor vessel during the most recent refueling outage, in response to operating experience at other stations with similar design and vessel flow characteristics as DCPP Unit 1.

During the public comment/question and answer portion of the meeting, approximately 10 individuals provided their perspectives and asked questions of the NRC staff. While there were a wide range of specific comments and questions posed, several individuals focused on the following topics:

  • NRCs oversight of DCPP as the units approach 40 years of operation and possible transition to the decommissioning process;
  • The NRCs process for transitioning a station to decommissioning status;

  • PG&Es ability to retain talented and qualified staff to operate the units until possibly shutdown at the end of the 40 year licenses (2024 - Unit 1, and 2025 - Unit 2); and
  • Concerns about the potential degradation of the reactor vessels due to neutron embrittlement.
