E31ERGENCY PROCEDURES FOR THE PLUTONIU51 LABORATORY

1. Nature of Normal Operations The BCL Plutonium Laboratory houses approximately thirty (30) glovebox stations within a laboratory area of about 7160 square feet. The capabilities of this laboratory are quite vaned, providing for extensive material property studies and semi-production operations. Stost of the gloveboxes are freestanding, thereby permitting rigid control of materials accountability and limiting the potential for a catastrophe as might be caused by criticality or fire. The research and development efforts conducted in this facility encompass a variety of radioactive materials, including plutonium and uranium. Although these materials represent the major focus of research to <1 ate, the facility is capable of handling most radioactive materials which emit alpha, beta, soft gamma, and low energy neutron radiations.

The Plutonium Laboratory conducts research operations under License SN5f-7 and as an Exempt Facility operating under DOE Contract W-7405-eng-92. Under the provisions of the SN>f-7 license, the laboratcry is ermitted to process up to 900 g ams of plutonium including not more than 300 grams of Pu2 8 plus 600 grams Pu239 As an Exempt Facility 9nder DOE Contract W-7405-eng-92, the laboratory is permitted to process up to 14 kilogram af plutonium.

II. Nature of Potential Internal incidents The major types of incidents that can occur internal to the facility fall into two general categories. The first includes incidents that can cause total or partial destruction of the facility or result in breachment to the atmosphere. Those incidents would include fire, explosion, or equipment malfunctions which would result in breachment of the facility proper or the protective systems for the various effluents. The second type includes those incidents that generally result in contamination of the laboratory or the release of radiation. Such events would include enti-cality, breachments of containment and acciJental operations. Containment breachments generally result from glovebox overpressurization, equipment malfunction, faulty gloves or bags, and operator er; ors, which would not result, generally, in facility breachment.

III. Emergency Action While radiological emergencies originate with individual facilities and must be handled initially under the emergency plans of that facility. the Radiological Control Group (see Appendix C) assumes control of the involved facility and the immediate surrounding area in the event of a nuclear criticality accident or incident involving the release. or threatened release. of radioactive materials beyond the confines of the facilities in wriich such materials are used.

B-25 Emergencies in the Plutonium Laboratory can be broken down into several categories as previously defined, each of which requires a separate t,pe of response by the facility staff.

This section defines the general response required for each emergency and lists those responsible for directing the related activities. Names and telephone numbers of those individuals will be found in the facility call list. Emergency response to in-facility alarms except criticality will be directed by the Operating Supervisor (or his designated alternate). and emergency response to enticality a id/or out-of-facility contamination situations will be directed by the Radiological Control Group. Descriptions of the indicating alarms are given in the following table.

Upon detection of airborne contamination in any section of the laboratory, a continuous alarm bell will sound.

1. All personnel in the laboratory section of the facility will evacuate the building immediately by the nearest safe exit,
a. During evacuation do not enter a section of the laboratory that has a lighted DO NOT ENTER sign.
b. During evacuation, scan visually the areas passed through for injured persons or a possible source of trouble.
c. Close all doors after passing through to help maintain the facility pressure regulation.

2. All personnel in the shower rooms and offices proceed outside via the main office hallway.

Note: A portable alpha survey instrument and facility sign-in book are located near the front door of JN-4. The secretary or one of those evacuating the office area should carry these to the assembly area.

3. Upon leaving the building proceed to an outside assembly area upwind of the building.

During evacuation, if possible, the following should be Gserved by those evacuating the front office area: (a) The room in which contamination has been released, (b) if airborne contam-ination is being released from the stacks.

5. The Operating Supervisor or alternate should proceed directly to the assembly area and initiate the following:
a. Conduct a roll call of all personnel in the building.
b. Survey all personnel for u. jury and contamination. Contaminated persons should be di-vested of contaminated clothing and provided with overalls. (Upon completion of this step or if no contamination is found, proceed to the Emergency Assembly Area in JN-3.)
c. If a person or persons are injured, folk v the appropriate West Jefferson Emergency Instruc-tion for injuries.
d. Send for Healdt Physics assistance if not arranged earlier.
e. Accumulate all known information pertaining to.
i. Source of airborne release in the facility, ii. Airbor'e release from the facility. [If such has occurred. refer to the Fan and Blower Shutdown Procedures.

iii. Persons not accounted for.

iv. Any damage noted during evacuation.

f. Organize a reentry team. If persons are known to have remained in the laboratory, a rescue effort should take priority over all other less urgent activities.
g. Provide the facility and section management with a status report of the situation and its control.

Note: If airborne contamination is being or has been released from the building the West Jefferson Major Emergency Call List should be called and the RCG Coordinator or his alternate will assume leadership upon arrival.

Warning: When unknown amounts of airborne contaminants are possible, the use of pressure / demand air masks is mandatory. The use of these masks is limited to 20 minutes nominal.

6. The reentry team (at least two people for reentry and one at a standby station - one of which should be a Hecith Physicist) should equip themselves with protective clothing and appropnat; respiratory equipment (from either the facility or the Emergency Center in Building JN-3) and proceed to the area of the alarm. The third team member should be in radio contact with the Emergency Center (JN-3). Radio WMkie Talkies are available at the Emergency Center. The concerns upon reentry should be:

a. To assist and evacuate any injured or disabled persons.
b. To determine the source of release and correct the situation if possible.
c. To isolate the contaminated area from the other areas of the laboratory and take all pre-cautions necessary to prevent the release of contamination from the building.
7. The reentry team upon leaving the area should:
a. Follow Health Physics procedures as directed by the attending health physicists.
b. Report to the Operating Supervisor or alternate all findings and activities performed.
8. He Operating Supervisor with the aid of assisting groups should attend to the following:
a. Care for injured or disabled persons.
b. Organize groups for cleaning up any contamination either released from the.^2cility or carried out by personnel during evacuation.
c. Organize a sound program for the recovery operations with Health Physics assistance and appropriate documentation.
d. Organize recovery crews as necessitated by the severity c f the incident.

B. AIRBORNE CONTA3tINATION WHEN FACILITY IS UNATTENDED (without criticality alarm)

This alarm will be detected after hours by the guard at the SACC or by a guard viewing the alarm board thrcugh the front window.

1. The SACC will call immediately. two of the first five persons on the facility call list, who will proceed to the facility to investigate the alarm.
2. The first person arriving at the facility will proceed to the Call readouts in the office hallway and determine:
a. The area in which contamination is being released.
b. If airborne contamination is being released from the stacks.
3. The Operating Supervisor or one of the alternates indicated in the Facility Call List will be called and the information conveyed to him. DO NOT ENTER THE :ONTAMINATED AREA WITHOUT ASSISTANCE. If airborne contamination is being released from the building, refer to the Fan and Blower Shutdown Procedures and direct the guard at the SACC to complete calling of the Facility Call List and call the people on the West Jefferson Major Emergency Call List.
4. The Operating Supervisor or alternate will appraise the information and:

a.

Direct the responding persons to proceed with appropriate measures or wait for assistance from specific persens or groups.

5. Upon arriving at the facility, the Operating Supervisor will direct the emergency activities if the release is confined to the building or until the arrival of the RCG Site Coordinator or alternate.

m The RCG Site Coordinator or alternate will direct the emergency activities if contamination has been released from the building.

C. CRITICALITY DURING WORK HOURS Upon detection of gamma radiation levels above 20 mr/hr a Klaxon horn will be sounded throughout the facility.

1. All personnel will immediately evacuate the facility at the nearest exit and then proceed to the Emergency Assembly Area in Building JN-3.
2. After assembly:
a. A check will be taken to account for all persons.
b. Check all personnel for possible contamination and take appropriate measures.
c. The Operating Supervisor or alternate will notify the SACC to call the people on the Facility Call List, and the West Jefferson Shjor Emergency Call List.
d. If persons were left in the building, the West Jefferson Emergency Squad will be called to proceed to the area and stand by.
e. A Health Physicist will be requested immediately to check the. ail on the film badges

and survey all persons for contamination.

f.

The RCG Site Coordinator or his alternate will take charge and initiate appropriate action.

g.

All personnel should remain a safe distance from the building until notified of the situation.

D. CRITICALITY WHEN FACILITY IS UNATTENDED

1. The alarm will be detected by the SACC who will:
a. Evacuate the area of nonessential personnel to the main security gate.
b. Call the people on the Pu Facility and West Jefferson N!ajor Emergency Call Lists.
c. Stop all vehicular traffic at the main security gate.
d. Only personnel directed to respond to the alarm are to be given access to the area.
2. All of the persons notified should p oceed immediately to the main security gate.
3. The RCG Site Coordinator or his alternate will take charge and initiate appropriate RCG action.

B-29 E. FIRE WHEN FACII.lTY IS ATTENDED The fire alarm is an intermittent bell which will be sounded throughout the facility and be indicated at the SACC by an automatic alarn system.

If contamination is being released from the stack or into the building those in the building are to evacuate and proceed as they would for contamination during working hours.

k

1. Persons in the office area will remain in the building (if there is no contamination re-lease) and take the following action:

Immediately notify personnel in the laboratory by means of the facility intercom a.

where the fire is located as indicated by the alarm readout.

b. Stand by to assist as r.eeded.
c. At least two persons in the office area or from the laboratory are to equip themselves with protecdve clothing and pressure-demand type respirators to assist those in the laboratory if needed.
2. Persons in the '.aboratory will:
a. Equip themselves with respirators.
b. Cautiously search for the cause of the alarm.
3. If the CAM alarms are sounded or if there is cther reason to suspect loss of containment, the two persons equipped with pressure-demand type respirators should proceed into the labora-tory and continue the search for fire, while others evacuate.

If there is any doubt of facility personnel being able to control the fire, call the West Jefferson Fire Department.

a. Attend to the fire using an appropriate means for extinguishing.
b. If contamination is being released from the stecks, refer to the Fan and Blower Shutdown Procedures, and have standby personnel call the people on the West Jefferson Major Err.ergen y Call List.
c. Attempt to keep the fire away from the gloveboxes and areas where plutonium is kept.
5. If fire is found in a glovebox:

If an extinguisher is necessary, personnel wearing pressure / demand air masks should a.

obtain an appropriate fire extinguisher and attack the fire by breaching the box containment through a glove or bag, being careful to avoid release of contamination at this breach. Be careful of pressurizing the box - use only short bursts from the extinguisher and observe pressure indications.

b. If platonium is burning:

i. Attempt to remove all other combustibles from the immediate area.

B-30 ii. Try ta cool the surface on which the burning plutonium is positioned - DO NOT USE WATER INSIDE THE GLOVEBOXES (but water can be cautiously 3

used otherwise, usually fog or fine spray). Cooling may be achieved by flooding water on the underside of the glovebox floor if burning material is rested on the box floor.

6. Additional persons arriving at the facility should equip themselves with pressure-demand respirators and proceed to the laboratory to assist.
7. The Operating Supervisor or alternate will:
a. Direct the efforts of any auxiliary groups such as the West Jefferson Fire Department within the facility.
b. Organize recovery crews as necessitated by the severity of the fire.
c. If the fire has caused breach of containment and spread of contamination, direct crews to isolate the contaminated area from the rest of the laboratory, if possible.
d. Organize a health physics program for recovery operations with appropriate documentation.
8. If radioactive release to the environment has occurred or is imminent, the RCG Site Coordinator or his alternate will be called and will assume control.

F. FIRE WHEN FACILITY IS UNATTENDED The alarm will be detected by SACC.

1. SACC will;
a. Call immediately two of the first five persons on the Facility Call List, who will proceed to the facility.
b. Call the West Jefferson Fire Department.
c. Upon direction from the tirst person responding, call the remaining people on the Facility Call List.
2. The first two responding persons will proceed to the JN-4 office area or the JN-3 Emergency area and obtain pressure demand respirators.
3. With the respirator on, and the guard as a backup, the first person will:
a. Check the location of the alarmmg fire detector.
b. Proceed to the CAM readout in the office hallway and determine if:
i. Contamination is being released from the stacks.

ii. Contamination is being released into the building.

c. If contamination is being released from the stacks, refer to the Fan and Blower Shutdown Procedures and have SACC call the West Jefferson 5fajor Emergency Call List.
d. Two people with protective clothing and air masks are required for entry into the lab. Consequence of the situation may warrant waiting for a third re-spondee before proceeding into the fire area.
e. Proceed carefully into the laboratory and search for the cause of the alarm. If fire is found, take the necessary course of action to extinguish it.
f. If fire is out of control when discovered:
i. Evacuate to a safe distance and report to the Facility Supervisor or his alternate.

ii. Direct the SACC personnel to call the West Jefferson Afajor Emergency Call List.

iii. Wait for help in trying to extinguish it.

iv. If possible, take measures to prevent spreading of the fire.

5. Persons arriving at the site should also equip them: elves with pressure-demand type respirators and proceed to the facility to assist.
6. The West Jefferson Fire Department should be escorted to the laboratory and directed in all fire fighting activities. THEY SHOULD NOT ENTER THE FACILITY WITHOUT DIRECTION NOR WITHOUT SELF-CONTAINED BREATHING APPARATUS.
7. Upon arriving at the facility, the Operating Supervisor or alternate will:

Direct the efforts of any auxiliary groups such as the West Jefferson Fire Department.

b. Organize recovery crews as necessitated by the severity of the fire.

If the fire has caused breach of containment and spread of contamination, direct c.

crews to isolate the contaminated area from the rest of the laboratory, if possible.

d. Organize a health physics program for recovery operations with appropriate documentation.
8. If radioactive release to the environment has occurred or is imminent, the RCG Site Coordi-nator or his alternate will assu.ne control.

IV. EXTERNAL THREATS TO SECURITY A. If notified, of an extemal threat to the safety of the staff and facility, secure or shut down all experiments and operations, if time permits.

V. FAN AND BLOWER SHUTDOWN PROCEDURE A. In the event that the stack filters are somehow oreached, and contamination is allowed to leak outside the Facility, some effort must be taken to minimize the atmospheric con-tamination.

Immediate action should be taken to shut down the exhaust blowers on the Facility roof.

However, caution must be used because there is more than one element to the air handling system. Each Lab room is supplied with air from a supply fan. When the exhaust fans are stopped the supply fans for that area must also be stopped or the Lab will pressurize, thus offering another possibility for escaping contamination.

Each glovebox is supplied with nitrogen at 10 psi from a bulk station external to the facility.

This nitrogen pressure is maintained at a relatively low flow rate, but,in time, could possibly

cause glovebox overpressurization.

The Facility can be roughly divided into two parts - the original lab area and the new lab area. These two areas can be shut down separately, thus allowing a part of the facility to operate normally while repairs are being made in the balance of the facility.

B. Shutting Down the Fans and Blowers for the Entire Laboratory.

1. In the front office alarm center:
a. Turn to "OFF" Exhaust Fans 7 and 8
b. Turn to "OFF" Supply Fans 1, 2, and 3
c. Turn to "OFF" the Box 37 Exhaust Fan
2. In the mechanical room:
a. Turn to "OFF" three old Lab Exhaust Fans.
3. In the old boiler room:

CAUTION: Shutting down the air in the old lab will cause some air movement from the old lab area into the main laboratory hallway.

D. Shutting Down the Fans and Blowers for the New Laboratory Area Only.

1. In the front office alarm center:
a. Turn to "OFF" the Exhaust Fans 7 and 8
b. Turn to "OFF" the Supply Fan 3
c. Turn to "OFF" Box 37 Exhaust Fan
2. In the old lab - south wall manifold
a. Shut off the mirogen to the new lab only.

E. The individual exhaust blowers in the old laboratory area can be isolated by special valving located adjacent to the stack filters, but these valves should be operated by knowledgeable personnel only.
