Mr. Leland Rouse, Chief Advanced Fuel & Spent Fuel Licensing Branch Division of Fuel Cycle and Materials Safety U.S. Nuclear Regulatory Commission Washington, DC 20555
Dear Mr. Rouse:
Enclosed please find a copy of a portion of our license SNM-7 as renewed and referenced by Annex A, Part I License Conditions, Page 1.26.
Our interpretation of this part of the license is that the reference to 10CFR Part 20, Appendix B, Table II is for the combined alpha and beta / gamma limit of 2 x 10-l%Ci/mt. and that corrective action means application of quantitative isotopic analyses in order to make application of Paragraph 1 under " Note" to Appendix B, as well as standard engineering practices.
Our operations are i
consistent with this interpretation.
We appreciate your clarification of this matter as expeditiously as possible if your interpretation is different from ours.
Very truly yours, g h j -r' ! &

Airborne Effluent Release Points (Unrestricted Areas)
All exhaust ventilation systems where substantial release of radioactive materials is possible shall be continuously sampled and/or monitored for, alpha and/or beta-gamma activity during the times when release is possible. All of the constant. monitoring. devices shall be fitted with an adjustable setpoint alarming function.
As appropriate, the alarm function shall be designed to sound alarm signals,. shut-down blower system and/or divert exhaust air, flow through removal or retention devices.
i Whenever the cumulative weekly concentration in process ventilation systems exceeds 50% of the unrestricted area concentrations as listed in 10 CFR Part 20, t
Appendix B. Table II, for an average period of three months, corrective action to reduce the concentration at the release point shall be taken-within two weeks after the 50% level-has been reached.
