Dear Mr. Rouse:

Enclosed please find a copy of a portion of our license SNM-7, as renewed and a copy of Part I, Section 4.0 "Non-Routine Operations for the JN-1B Hot Cell Laboratory Pool Water" from our Renewal Application.

Our interpretation is that this part of the license, restrictions "a" through "f", are to be applied once the limits for routine operations, as specified in the Renewal Application, Part I, Section 4.0, have been exceeded.

Our operations are consistent with this interpretation.

We appreciate your clarification of this matter as expeditiously as possible if your interpretation is different from ours.

21. Sec. tion 4.0, Part I of the licensee's renewal application incorporates the l

l text of previous amendments issued by the NRC to Special Nuclear Material l

l License No. SNM-7 and Byproduct Material License No. 34-6854-5. For clarifi-I cation, the licensee's authority to permit increases in the radioactivity l

in the Hot Cell Laboratory pool water to levels above the limits for routine operations, as specified in Section 4.0 is hereby affirmed, subject to the y

following provisions:

The period that non-routine levels of radioact1vity exist in the pool I

shall not excced 45 days before they are reduced to routine levels or below; l

Work requests, as approved by the Laboratory Operations Manager and the resident Health-Physicist, shall be utilized during the non-routine l

operations to assure that personnel are a. ware of the specific radiological I

safety considerations for the operation; I

The pool lid cover shall be in place during down time and after hours; l

Radiation monitoring will be performed at least twice weekly around a

Pool water samples will be collected and analyzed at least weekly; and l

The above provisions, extracted from the licensee's' letter to the NRC of l

October 31. 1980. eliminate the need for reference in this license to g

i this letter, which requested the non-routine operational levels to g

accomodate such activities as pool cleaning and maintenance, examination

NON-ROUTINE OPERATIONS FOR THE JN-18 H0T CELL LABORATORY P00L WATER 4.1.

Pursuant to Title 10. Code of Federal Regulations, Parts 30 and 70 Special Nuclear Material License No. SNM-7 is hereby amended to pennit periodic increases in the Hot Cell Laboratory fuel storage pool due to non-routine operations. Accordingly, Condition 18 of License No. SNM-7 is revised and Condition 23 is added to read as follows:

"The upper limits of radi.oactivity in the fuel storage pool during routine operations shall be 10-3 pCi/ml beta-gamma and 10-4 uCi/ml a'lpha.

For non-routine operations the upper limits of radioactivity in this pool shall be 5 x 10-3 pCi/ml beta-gama and 5 x 10-3

uCi/ml alph'a. The period of non-routine operation and the procedures employed during that period shall be as described in your letter to NRC dated October 31, 1980."
