Dear Mr. Cook:

Subject:

Systems Interaction During the ACRS Subcommittee meeting on June 2,1982, Consumers Power Comparty discussed systems interactions and your initial steps toward the performance of a separate analysis from a multidisciplinary point of view. You plan a program to reduce common-cause failures by addressing spatially coupled, functionally coupled, and hisaanly coupled systems interactions. You plan to use walkdowns for seismic, flooding, and high-energy-line-break hazards.

You also stated that humanly coupled interactions are reduced by operator training, control-room design and the review of operating experience that is reported from the Institute for Nuclear Power Operations. Finally, you identified your plan to analyze functional systems interactions by a risk assessment.

As described in Appendix C of the Midland SER, the NRC Staff is developing its l

requirements for systems interactions procedures as part of Unresolved Safety Issue A-17. In order that we may consider your Midland plans and progress in conjunction with our A-17 efforts, please provide a summary report of this program approach, with appropriate indications of status and schedule. We further request that results of the program be provided to the NRC on a schedule consistent with our Midland Itcensing review schedule.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required l under P.L.96-511.

1 Should you have questions regarding this request, contact our project manager.

l Sincerely, 1
