Request for Additional Infornation on SER Confirmatory Issues:

RC Pump f!otor Seizure In reference to Confirmatory Issue 31 of SER Section 1.8 for flidland Plant, Units 1 and 2, Consurers Power Company has analyzed a locked rotor occurring during initial two pump operation as the bounding case for locked rotor accidents during partial punp operation. This calculation indicates that 27% of the fuel rods would experience DNB, but that the peak cladding tea:perature-would be 1100 F and no fuel danage would occur. flefore we can conclude our review of your conclusion that no fuel damage will occur, we require the following additional information:

a. Specify the design limits on cladding temperature, time duration, and/or degree of oxidation.
b. Provide justification of these limits based on test data.
c. Show that the ftidland fuel would not exceed these design linits using Cdlculational nethods that had been approved by NRC for this purpose.

As an alternate approach, you nay denonstrate that 27% failed fuel does not produce unacceptable offsite doses.

In addition to the above requests regarding partial punp operation, the SER requests Consumers Power Company to provide the additional information identified in Section 15.3.2 relating to loss of offsite power and single failure assumptions for the postulated locked rotor accident. You have stated that the assunption of loss of offsite power will not significantly inpact the D'S response; however, you have not confirned that the effect of a single failure, such as a stuck open secondary relief valve, will not significantly affect offsite dose consequences.

Please advise our project rianager of your proposed schedule for response within seven days of receipt of this letter.
