Subject:

Feedwater Isolation Valve Pit rroof Test Your letter of t'ay 10, 1982, defining renedial soils work that you considered to be previously approved by the f1RC, included a "FIVP proof load test."

Our reply of May 25, 1982 noted the absence of any explanation of this tem, and therefore, withheld confirmation of approval.

Your subsequent letter of June 18, 1982 provides clarification of the tem

" proof load test" and relates it to previous discussions with the NRC staff.

The tem is explained in reference to your plan to verify load transfer of the total calculated weight of the feedwater isolation valve pits to their overhead, tenporary support structures prior to excavation beneath these pits.

Your June 18, 1982 letter also explains rodifications to provide additional nargins of safety for the support structures.

In earlier reviews and audits on " phase 2" underpinning, the staff recognized verification of the FIVP overhead support structure to be an essential and inherent part of the renedial action to be achieved prior to excavation beneath the FlVP. Our approval of " phase 2" by letter of May 25, 1982 encompassed t this activity. The nodifications to provide increased safety margins are recognized as a design enhancenent and are also acceptable. Your romitments.

to conduct this load verification as a Q-activity under quality procedure MPQP-1 and to obtain prior concurrence fron Region III regarding the as-built condition of the structure are consistent with the conditions for phase 2

approval specified by Enclosure 3 of our ' fay 25, 1982 letter.
