Dear Dr. Boulette:

SUBJECT: NRC REGION I INSPECTION REPORT NO. 50-293/93-11

This letter transmits the NN Region I inspection report for the routine, announced

inspection conducted by Mr. Ram Bhatia of this office the week of June 7-11,1993, at the

corporate office in Braintree, Massachusetts, and the Pilgrim Nuclear Power Station in

Plymouth, Massachusetts. Mr. Bhatia discussed the results of this inspection with you and

other members of your staff at the conclusion of the inspection.

The inspection was directed towards areas important to public health and safety. Areas

examined in this inspection included the resolution and corrective actions taken for open

items identified previously during the Electrical Distribution System Functional Inspection

(EDSFI). Within this scope, the inspection consisted of selective examination of design

records, system evaluations, drawings, procedures, and representative records and interviews

with personnel, and observations by the inspector.

Corrective actions for six previously identified issues (one violation and five open items)

were found to be adequate and the items are closed. Our inspector noted that the root cause

analysis to determine the tripping concerns on the HPCI/RCIC inverters performed by your

staff was thorough and comprehensive. We also note that you have taken several additional

corrective measures to enhance the overall electrical distribution system functional

performance as identified in the EDSFI inspection report as observations. For example, you

have implemented a modification to improve the emergency diesel generators existing load

margin by adding a control scheme to trip nonessential loads automatically in the event of an

accident condition. Within the scope of this inspection, no violations were identified.
