Dear Mr. Utley:

OGC

SUBJECT:

WITH0RAWAL 0F HYOR0 STATIC TEST SCHEDULAR RELIEF REQUEST, BRUNSWICK STEAM ELECTRIC PLANT, UNIT 1 (TAC N0. 67125)

By lette; dsted January 21, 1988, you requested schedular relief from the ASME Boiler and Pressure Vessel Code,Section XI, Subarticle IWA-2400, requirement that hydrostatic pressure testing of piping and components be completed by the end of each ten-year inspection interval. The schedular relief requested was based on a modified end date of November 30, 1988 for the first ten-year interval for the Brunswick Steam Electric Plant, Unit 1.

In your letter dated May 2,1988, you stated that only one outage of at least six months hac been :ised to modify the end date of the first ten-year interval, resulting in an end date of November 30, 1988. The code allows the inspection interval to be extended for a period equal to the sum of all outages of six months of longer. Thus, the code would permit the additional use of an eight-month outage (from March 19, 1985 through November 8, 1985) to set the ending date of the interval. When the length of the additional outage is added, the recalculated end of the first ten-year interval is July 22, 1989. Based on the new ending date, the relief request of January 21, 1988 was determined unnecessary and, therefore, was withdrawn.

The staff has reviewed the infor.7.ation provided in the letters dated January 21, 1988, and May 2, 1988. Based on the review, the staff has determined the modified ending date for the first ten-year inspection interval for the Brunswick Steam Electric Plant, Unit 1, is in compliance with paragraph n !WA-2400(c) of Section XI of tne ASME Boiler and Prc:sure Vessel Code. ,

c)@ Therefore, we agree with your determination that schedulcr relief for

-go. conducting the hydrostatic pressure test is not required.

00 gg Sincerely, is ec \b\
